‘Ukrainian drones’ allegedly attack Moscow again – photos, video

Two large blasts hit the Moscow-City business district of the Russian capital overnight on July 30, apparently from drone attacks, causing damage to two office buildings, halting traffic, and temporarily shutting down one of Moscow’s airports.

The attack on the Russian capital was carried out by “Ukrainian drones,” Moscow Mayor Sergei Sobyanin calimed early on July 30.

“During the night, an attack by Ukrainian drones was carried out. The facades of two office towers in the (Moscow)-City were slightly damaged. There are no casualties or injuries,” said Sobyanin.

The Russian Defense Ministry has already accused Ukraine of an “attempted terrorist attack.”

“One Ukrainian UAV was destroyed in the air-by-air defense systems over the territory of the Odintsovo District of Moscow Oblast (on the south-western outskirts of the Russian capital),” it said on Telegram .

“Two more drones were suppressed by electronic warfare and, having lost control, crashed on the territory of Moscow-City’s non-residential building complex.”

The attack is the latest in a string of drone assaults on Moscow, the last one occurring on July 24, when two buildings were hit. The Russian authorities typically claim that all attacking drones are brought down by air defenses, or jammed and disabled by electronic warfare systems.

Kyiv is yet to comment, but Ukraine typically declines to claim responsibility for attacks on Russia.

Later, Moscow emergency services reported one person had been injured in an explosion at the Vysota Oko-2 tower in Moscow-City.

Traffic along Testivska Street in the Moscow-City area, where the drones damaged the facades of two office towers, has been blocked, according to Kremlin-controlled news agency RIA-Novosti, citing the transportation department.

Videos of the Moscow-City explosions were later posted on social media.

In one, the sound of the petrol engine of a drone can be heard, before an explosion and fireball erupts at the base of the Vysota Oko-2 tower. Another shows light from an explosion captured on a car dashcam.

The first drone appears to have attacked the 10th floor of the IQ Quarter tower in Moscow-City, where the office of the Russian Ministry of Digital Development is located. Passersby found documents from this ministry on the street after the explosion, according to media reports.

The same tower also houses two other Russian ministries — the Ministry of Economic Development and the Ministry of Industry and Trade.

As reported by the Telegram channel BAZA, the cladding of the IQ Quarter in Moscow-City was damaged after the attack, affecting an office space. The glass of a neighboring tower was also damaged.

Moreover, due to the attack, Vnukovo Airport had to close for takeoffs and landings, according by the Russian state news agency TASS.

Vnukovo Airport was closed at approximately 4.40 a.m., and flights were redirected to other airports, causing delays, according to RIA-Novosti.

Some aircraft had to circle in the skies over Moscow for several hours, awaiting clearance for landing.

Other Moscow airports, such as Domodedovo and Sheremetyevo, operated as usual.

Approximately an hour later, at 5.20 a.m., Vnukovo resumed flight operations.

New era begins at Moscow City Hall

Monday’s Moscow City Council meeting ushered in a new era as three new city councilmembers, a new city supervisor and new mayor were sworn into office.

Mayor Art Bettge took the oath of office, Julia Parker, Hailey Lewis and Gina Taruscio were sworn onto City Council and Bill Belknap took his position as the new city supervisor.

Much of the meeting was devoted to sharing kind words for outgoing mayor Bill Lambert, outgoing city supervisor Gary Riedner and outgoing city council member Brandy Sullivan.

Riedner is leaving after 26 years.

“Gary embodies the complex multifaceted character trait of understanding,” city attorney Mia Bautista said.

Deputy city supervisor Tyler Palmer said Riedner practiced “selfless service” and his work to oversee Moscow’s city services affected every citizen.

Deputy city supervisor Jen Pfiffner said Riedner has worked through every hard decision with an empathetic approach and is a “living example of ethical management.”

Riedner then took to the podium to share his brief remarks.

“I don’t know who you folks were describing tonight,” he joked. “He sounds like a heck of a guy.”

Riedner thanked city staff for doing their jobs with the “heart of a servant” and said he was grateful to work with the mayor, council and the community.

“The community means a lot to me,” he said.

As a parting gift, he was allowed to keep a wooden duck decoy that was part of Moscow’s public art collection and on Riedner’s wall since 2004.

As Lambert gave his final remarks, he thanked the 170 people who work for the city as well as the many who volunteer on the city’s commissions.

“That’s what makes our city great is the volunteerism,” he said.

He credited the council for being steadfast in their actions, including when it came to making decisions in response to COVID-19. He said they did what they thought was right for the community and did not let politics interfere with their decision making.

Lambert has served the city of Moscow for 21 years as a member of the planning and zoning commission, board of adjustment, city council and as mayor.

“I never took it for granted ever,” he said.

As Parker, Lewis and Taruscio were sworn in, it began what is likely the first term in Moscow’s history with a council of all women.

Sullivan chose not to run for re-election this year and former council member Bettge now takes his post as mayor.

Sullivan thanked residents for being involved in city government by attending meetings and joining commissions. She credited the council for being respectful of each other and approaching issues with an open mind.

“You all play a big part in why this has been a positive experience for me,” she said.

Police arrest nearly 1,400 in Moscow following election board ban of opposition candidates, opposition leader hospitalized

Moscow— Nearly 1,400 people were detained in a violent police crackdown on opposition protesters in Moscow over the weekend, as riot officers in body armor clashed with protesters outraged over alleged government corruption.

The spark for Saturday's protests in Moscow was the decision by election authorities to ban multiple opposition candidates from running in the September 8 vote for Moscow city council, where 45 seats will be held up to a vote. Opposition leader Alexei Navalny had called Saturday's protest and was sentenced Wednesday to 30 days in jail for doing so.

Navalny was unexpectedly hospitalized Sunday with a severe allergy attack, his spokeswoman said.

According to OVD-Info, a Russian group which has monitored police arrests since 2011, the number of the detentions from Saturday's protest reached 1,373 by early Sunday, the largest number of detainees in Russia this decade. The overwhelming majority of people were soon released, but 150 remained in custody, OVD-Info and a lawyers' legal aid group said Sunday.

Rally calling for opposition candidates to be registered for elections to Moscow City Duma in Moscow

Russian police violently dispersed thousands of people who thronged the streets of Moscow on Saturday to protest the move by election authorities. Several protesters reported broken limbs and head injuries. Police justified their response by saying that the rally was not sanctioned by authorities.

Moscow police said 3,500 attended Saturday's rally but aerial footage from several locations suggested at least 8,000 people turned out.

Along with the arrests of the mostly young demonstrators, several opposition activists who wanted to run for the Moscow City Duma were arrested throughout the city.

Dmitry Gudkov, an opposition figure who was barred from running for city council office in Moscow, was detained Sunday afternoon as he delivered food to some of the Moscow protesters still in jail.

The U.S. Embassy in Moscow on Sunday decried the violent crackdown as "use of disproportionate police force" and the Russian presidential human rights council said it was concerned about the police brutality.

Russian President Vladimir Putin stayed away from Moscow over the weekend. On Sunday, he led Russia's first major naval parade in years, going aboard one of the vessels in the Navy Day parade in St. Petersburg, on the Gulf of Finland. The parade included 43 ships and submarines and 4,000 troops.

Six Candidates Now Running For Three Moscow City Council Seats-Friday Last Day For Candidate Filing In Idaho

Friday is the last day for candidate filing in Idaho for seats up for a vote this fall.

The race for Moscow City Council seats is getting more crowded as two candidates filed on Thursday.  Incumbent Drew Davis filed for re-election and Evan Holmes filed for a seat.  There are three Moscow City Council seats up for election in November.  Incumbent Sandra Kelly is running for re-election.  Bryce Blankenship, Joe Campbell and Nathan Tupper are also running for a seat.  The top three vote getters will earn seats on Moscow City Council.  One of the posts up for election is currently held by Maureen Laflin.

Elsewhere in Latah County Genesee Mayor John Hermann has filed for re-election.

There are dozens of small taxing district seats up for a vote this fall locally in Idaho.  No candidates have filed yet for mayor in Bovill, Deary, Onaway, Potlatch and Troy.  Positions up for a vote include school boards, city council seats, fire district commissions, parks and recreation district boards and cemetery boards.  Candidate filing is done with each small taxing district office.

The Moscow City Council — in its first in-person meeting at Moscow City Hall since March — took the first step Monday night in purchasing an $875,000 building near the downtown core.

The council, on a 5-1 vote, approved a purchase and sale agreement to buy the Sam Haddock Building from Gritman Medical Park LLC. The building, on the corner of South Washington and East Fifth streets across the street from the federal building, would be remodeled to accommodate city offices. Councilor Anne Zabala was the lone dissenting vote.

Zabala and Laflin participated in the meeting virtually while the other four councilors, Mayor Bill Lambert, city staff and members of the public sat in the council chambers of City Hall adhering to 6-foot social distancing.

Moscow voters passed a $9.64 million general obligation bond in May 2019 to fund the construction of a new police station, renovation of the existing police station on Fourth Street to fit the city office needs now proposed at the Haddock Building and minor repairs to the Paul Mann Building next to City Hall.

The Fourth Street building renovations were estimated to cost about $1.5 million, but the city would save $200,000 because the cost of acquisition and renovation of the Haddock Building is estimated at $1.3 million, a city document said.

The Haddock Building was constructed in 1985 and includes 7,500 square feet of office space, 1,400 square feet of storage space (within a partial basement) and 15 off-street parking spaces.

The Haddock Building provides benefits that the Fourth Street building would not, the document said. It was constructed as a more modern office building, fits the intended use better than the Fourth Street building, admits more natural sunlight, would require less extensive renovations, offers off-street parking for customers and city inspection vehicles and provides more convenient access for customers and visitors, the document said.

In addition, the council could choose to sell the Fourth Street building and make it available for other uses.

If the sale closes, City Supervisor Gary Riedner said the Haddock and Mann buildings could be repurposed and occupied before the new police station on the south end of town is completed next year. The remodeling of the Fourth Street facility would not have been able to start until police had left the building.

The Haddock Building property acquisition and renovation would be funded by bond proceeds and general fund capital accumulation and has been accommodated in the draft fiscal 2021 budget, which starts Oct. 1.

If the city council elects to sell the Fourth Street building, the proceeds of that sale could further reduce the cost of the project.

The city and Gritman on June 3 entered into a nonbinding letter of intent, which sets the terms and conditions of the proposed purchase of the Haddock Building. The purchase and sale agreement states the city will provide Gritman with a $5,000 earnest money deposit and grants the city a 90-day due diligence period, during which the city may inspect the building and associated mechanical and electrical systems to confirm that the building will meet the city’s needs and will be a cost-effective alternative.

If the city determines the building is not suitable or cost-effective for the intended use as an office building, the city can terminate the agreement within the 90-day feasibility period and the earnest money deposit will be returned to the city.

—- Moscow Farmers Market attendance has declined significantly so far compared to last year.

An estimated 1,064 customers were recorded June 6, the first market Saturday of the year, and 766 were estimated last Saturday. On May 25, 2019, 8,035 customers were estimated and 9,473 were approximated June 22, 2019.

A maximum of 50 patrons were allowed at a time in the market footprint at the June 6 market and 100 were allowed at last Saturday’s market.

“I’m not sure if this is attributed to folks still not feeling safe enough to come out and come into the market, but we’re doing our best to make it as safe as possible for those that are interested,” Moscow Community Events Manager Amanda Argona said. “And on the flip side of that, there have been some folks who don’t want to come to market because of the restrictions.”

The Motor-In Moscow Farmers Market, in which customers order items online and pick them up in drive-through fashion in the City Hall parking lot, has experienced a decrease in customers and orders each Saturday since it started May 16.

There were 126 customers and 357 orders May 16 and 60 customers and 185 orders last Saturday. There are 26 vendors participating in the Motor-In Moscow Farmers Market.

Argona attributed the decrease in Motor-In Moscow Farmers Market customers and orders to the weather, people growing their own produce and the recent reopening of the downtown market.

— The council canceled Artwalk 2020. In April, city staff chose to postpone Artwalk until September rather than canceling it altogether.

— The council denied a request that asked the city to vacate a portion of the Howard Street right-of-way located south of Homestead Street and north of East E Street.

— Riedner said the city has issued three permits to Main Street businesses so far that will allow them to expand into public rights-of-way so they can entertain more patrons while practicing social distancing. He said five applications for permits are pending and at least six more are anticipated.
