A Retired Riverboat In Vallejo Caught On Fire Saturday, 4 Occupants Rescued

A three-story boat called “The Grand Romance,” docked on the Napa River in Vallejo, caught on fire Saturday, resulting in its partial sinking and prompting a few people who had been living onboard to jump into the water to escape.

The formerly famous boat, a replica 19th century paddle-wheel riverboat that had been evicted from Long Beach around 2018, had fallen into disrepair in recent years, as the Vallejo Sun reported.

On Saturday, plumes of smoke began to rise from the boat, which was anchored near Derr and Lemon Street in Carquinez Bay, about 2 miles north of the Carquinez Bridge, according to the Mercury News . The Vallejo Fire Department reportedly responded around 4:45 p.m., when they found that four people had been living onboard.

The Vallejo Fire Department said on social media that there were four people aboard when the blaze started, and that two self-rescued, while the other two received aid from nearby “good Samaritans” to escape before officials arrived. No injuries were reported.

It’s not the first strange incident that the boat has seen, though. The boat, originally named the Petaluma Queen, was constructed in 1993 in Fort Bragg and features a grand ballroom with a red velvet stage, marble dance floor, polished brass fittings, and stamped tin ceilings, initially was used for dinner cruises in downtown Petaluma under the ownership of Bill Barker, per the Mercury News.

It was reportedly renamed the Grand Romance after an apparently unsuccessful attempt to convert it into a riverboat gambling parlor, and in 2001, was relocated to Long Beach where it hosted various paid events, including murder mystery cruises and toga parties — until Long Beach authorities revoked its permit due to multiple health and safety concerns.

Barker had grand ambitions to fix it up for dinner cruises in Vallejo once again, according to the Vallejo Sun, they were apparently put on hold by the COVID-19 shutdown in 2020, and again more recently by California Air Resources Board’s requirements about its diesel engine. He told the Vallejo Sun that he had bought a new engine and had a caretaker living on-board, but was seemingly surprised by the news that there were four residents.

Now, its first floor is reportedly largely underwater, and fire has gutted the interior, so those plans might take even longer.

The Grand Romance Riverboat is tied up off of the Vallejo shores in the Carquinez straight near Lemon Street. The paddleboat resided in Long Beach for years as a venue, holding dinner and murder mystery cruises. Though the boat has been vandalized, since coming to Vallejo, the owner has hopes to repair and fix up the vessel for cruises along the Napa River.

Three-story riverboat catches fire on south vallejo waterfront.

VALLEJO — The three-story Grand Romance riverboat docked in Vallejo caught fire on Saturday, sending a black plume of smoke over the neighboring hillside as some people who had been living on the boat jumped into the water to escape.

The boat has been moored near the old Sperry Mill in south Vallejo since being evicted from Long Beach in 2018. The boat’s owner said he had plans to restore the vessel for dinner cruises, but it has languished on the shore, and several people have reportedly been living aboard.

The city sent a notification at 5:12 p.m. on Saturday alerting city officials that the boat was on fire and said police, firefighters and U.S. Coast Guard officials were on scene. It said that some residents of the boat had jumped into the water.

KRON4 obtained video from a passing boat that shows thick, black smoke spewing from the Grand Romance as emergency vehicles arrive.

The fire department said that the four occupants were all safe and that two of them were assisted by Good Samaritans.

The boat had operated as a dinner mystery theater and party boat in Long Beach until that city revoked its operating permit in 2018 and the Grand Romance was moved to Vallejo.

An archived website advertised dinner and dance cruises, but the boat never opened for business in Vallejo. It has been moored in south Vallejo near the old Sperry Mill with no apparent activity besides people seen living aboard.

Owner William Barker said the COVID-19 shutdown in 2020 delayed his plans to work on the boat. Barker said his plans were more recently delayed when the California Air Resources Board required replacement of its old diesel engine. Barker said he recently acquired a new low emission engine and was making plans to have it installed.

Barker said he still hopes to restore the boat and make it operational, and will now have to find a site where it can be worked on. He said that one caretaker was living aboard, and he was surprised by reports that four people were on board when the fire broke out.

Vallejo City Councilmember Tina Arriola said the mayor had reported a couple of years ago that the Grand Romance was in the queue to go to the Mare Island Dry Docks to be repaired.

The Patriotic Duty team of Tony Adams, Steve Seaton and Allen Bellinghausen shattered a speed record for a power boat traveling from the Golden Gate bridge to Marina Del Rey by more than an hour (1:01:39 to be precise) and reset the record bar at an impressive 4 hours, 55 minutes, 33 seconds.

And then, without missing a beat, the team continued to Long Beach, earning a second accolade during the Ocean Cup, the San Francisco to Long Beach world record, at 5 hours, 18 minutes, 39 seconds, averaging a brisk 78.14 mph in their 47-foot vessel. They used 650 gallons of fuel for the trip.

The motorboat speed record between San Francisco and Long Beach has been contested since 1929 — when Sir Thomas Lipton donated a trophy to what would become the Long beach Yacht Club. Yes, a speedboat contest was the driving force behind the formation of the club.

The play-by-play video stream for Friday’s Ocean Cup was broadcast from the Promenade deck on the Queen Mary. The ship was busy with hotel guests, restaurant diners and those on tour.

For boats traveling from summers in Alaskan water and winters in Mexican waters, Long Beach is a logical stop. Boaters in Alamitos Bay are curious about the various yachts that are berthed in the city-owned long dock at the end of Appian Way.

Most recently, Cielo Mare, a 127-foot Sport Fisher that was built in a Port Townsend, Washington, shipyard has been visiting.

She is here preparing to help out on the Sixth annual War Heroes on Water sport-fishing tournament, which helps combat-wounded veterans recover from the physical and emotional wounds of war.

Open to the public, the event on Saturday, Sept. 23, kicks off with a patriotic community boat parade around the Balboa Basin in Newport Harbor.

The parade will feature 50 of the SoCal sport-fishing community’s top yachts and Cielo Mare will lead the parade. The public is invited to celebrate and cheer on our veterans, sharing a deep appreciation for the sacrifices these brave men and women have made as members of the U.S. Armed Forces – as they embark on their 2022 WHOW journey.

This year’s tournament will take place from Sept. 23 to 27 and is once again breaking records, with the number of participating veterans rising to 125.

The tournament’s nonprofit partner, Freedom Alliance, supports the rehabilitation needs of wounded service members and their families. Freedom Alliance has also awarded more than $20 million in college scholarships to the children of military heroes killed or disabled in the service and has spent millions more helping injured veterans and military families.

Two people were able to escape the Grand Romance riverboat on their own, while two others jumped into the water and were rescued by a passing civilian boat.

VELLEJO, Calif. — Thick black smoke cascaded over Vallejo on Saturday afternoon as a three-story 19th-century replica riverboat known as the Grand Romance caught fire, sending people leaping into the water for safety.

The Vallejo Fire Department responded to reports of a possible blaze near the corner of Lemon and Derr streets at approximately 4:47 p.m. that afternoon and found “a large column of smoke” emanating through the air, firefighter Aaron Klauber told SFGATE. By that point, dispatchers received additional calls that the paddle-wheel riverboat docked on the Napa River was on fire and four people were trapped inside, prompting firefighters to upgrade the incident to a first alarm response.

Two people were able to escape on their own, while two others jumped into the water and were rescued by a passing civilian boat, Klauber said. None of the people who escaped the flames were on the scene by the time firefighters arrived, and the blaze was declared under control within about an hour.

“We briefly accessed the boat to check and confirm no one else was on board, and unfortunately it was just too unsafe to conduct a thorough investigation,” Klauber said, noting the vessel was “tilting and partially sunk,” with “heavy fire damage” on the second deck and smoke damage throughout. U.S. Coast Guard officials responded to assist in the search and verified there were no other people on board.

Formerly called the Petaluma Queen, the boat was built by captain and general manager Bill Barker and his late father Neal in Fort Bragg in 1993. It boasted a grand ballroom, red velvet stage and marble dance floor. Barker used the unique riverboat for dinner cruises and gambling along the Petaluma River, the Mercury News reported.

The boat’s name and offerings changed when Barker was unable to secure a city gambling permit from Petaluma and a patron fell from the boat and drowned, raising questions about the safety of the vessel, Petaluma 360 reported. Margaret Brown, 78, of Santa Rosa, was on board for a luncheon cruise when she opened the side door next to the galley and plunged a foot into the Petaluma River below. Barker attempted to perform CPR on Brown, and she was transported by sheriff’s helicopter to Petaluma Valley Hospital, where she was pronounced dead later that afternoon.

The tragedy didn’t spell the end for the storied vessel. Barker renamed the riverboat the Grand Romance, and sailed it to Long Beach in 2001, where it reportedly hosted a slew of murder mystery cruises and toga parties. But the city revoked the boat’s permit in 2018 due to “numerous health and safety issues,” the Press-Telegram reported at the time, noting Barker had also owned a 40-foot replica pirate sailboat that sank in the harbor the previous year.

Barker moved the Grand Romance back north to Vallejo in 2019, but never opened it up for business. The onset of the pandemic delayed his plans to work on the boat and replace its aging diesel engine, he told the Vallejo Sun earlier this week, adding that one caretaker had been living on the boat and he was surprised to learn that four people were on board when it caught fire. Barker told the Vallejo Sun he still hopes to restore the boat.

The cause of the fire remains undetermined, Klauber said.

I went on the booze cruise they had recently.. It took a couple of hours before they even pulled away from the docks. When we asked what time we where leaving the security said five minutes.. Once we left the music and environment was cool they sold chicken and sold drinks.. Just know if they tickets says you leave at 3 it's not the truth more like 530..

July 24th 2016 Booze Cruise. I don't mid that the boat is old, it gives it a nostalgic feeling. I don't mind paying the price of a 6-Pack for one beer or $30 to board the boat. The only thing I mind is that all 3 DJs played the same Hip Hop music. Don't get me wrong I Love Hip Hop, I grew up on Hip Hop, I produce Hip Hop beats, but please play 1, at least 1 EDM track, just 1 please, pleaseeeeee, make it a EDM Remix of a Hip Hop track or a Hip HOp track that used a EDM beat, or some Reggae as it was advertised. Besides that I had a blast drinking a ice cold beer cruising the harbor, dancing till the sun went down.

Oh my gosh. This thing is a disaster. How does this thing stay afloat? I went on a cruise with an event that shall remain nameless because I'm embarrassed they booked this thing. It all started right when we boarded the ship. It looked like the thing hadn't been cleaned in ages. The DJ was using the onboard speaker system which was awful, then tried to use their own sound system and it was somehow even worse. The bartenders were terrible, charging for Diet Coke for DD's, pouring light, and overall just being crabby. The ship was supposed to leave the dock at 8, swing back by 10, leave, then swing back at midnight. SO, the ship didn't actually leave until 9:30, made a mad dash around the bay, got back by 10ish, then left as fast as they could to get back out there. The whole thing was just really bizarre. I can't really put my finger on it, but the whole experience just felt creepy. Anyway, if you're thinking about going on this boat...don't.

I wish I could give this place negative reviews. Awesome show booked at the venue, and showed up to having none of the lights in working order. How can you have a stage for shows at night with 3 out of 16 lights in working order? There was also a spotlight there that didnt even have a bulb in it! Not to mention the captain was late, and we didn't shove off till over 45 minutes after we were scheduled to?! Nobody seemed to know what what going on, and while the harbor views were stellar, it seemed to just sit there in the middle of the harbor instead of actually 'cruising' around as advertised. On the plus side, the bar staff was very friendly, security was thorough and as helpful as they could be, and poured graciously despite the $8 dixi cup sized liquor drinks. For such a beautiful ballroom, the people running it just seem to be clueless and completely unwilling to try to help fix problems when they arise.

Went on the grand romance for a concert/party. It was awesome!! Love it. I'd totally do it again. Hoping to throw my own party on this beautiful boat.

Hey Alex R. we love you Back!!! have an amazing 2018!!

Didn't board until 9:45 for nye. Lots of ratchet hoes. Nothing romantic about this event. Djs look straight Pisa rockin Oakland raider and Nike attire. No champagne toast, no balloon drop.No restaurant was on board other than a hot dog stand with fries in the corner. Definitely need to update on how they promote this experience. The 1 star is for the view of the fireworks and setup of everything otherwise it would be 0.

Terrible harbor cruise on New Years eve. Invite said boarding will start at 9pm (wrong- it was 10pm) and there were no party favors as promised and the boat did not leave dock until 11:40pm The people that work there were rude and unexperience and the boat needs major repair Will never take this cruise again

We almost didn't go to the Dinner Detective show based on the yelp reviews for the boat; however, we decided to chance it since someone personally recommended it. We had so much fun! The actors were hilarious and the show was very entertaining. I didn't have high expectations for the food, but was pleasantly surprised. And yes, the boat is old, but that was pretty much what I was expecting (and looking for) with a riverboat. The bathrooms were clean and operational. Also, I just noticed that yelp has two ratings for this business. One is under "Grand Romance Riverboat" and the other is under "Dinner Detective." You'll see that the ratings for the Dinner Detective are much higher.

This particular review is for last weekend which was coined "The original booze cruise" thrown by icy ice, j solo, and remark. I'm all about supporting the Carson homie's and this was probably the only other time I did something similar to when I jumped on a mini cruise in Hawai'i that took us around Honolulu back in the day. The music was cool as usual since Ice and them play nothing but the hits. Every time I go to event thrown by these djs I always have fun. The only thing I had to dock two stars was just the boat itself. It looked a little old and rundown like straight out of the 90s ? (maybe that was the point) Keep in mind the only reference I have had was the cruise ride I rode in Hawai'i so its probable that I had high expectations for the venue. I did like that fact that we were on the water and watching the coast , while we were getting our bullsh*t on with the homies. I had about 4 glasses of hennyginger and some champagne so i was pretty gone by that time.

Nice big/little boat for. Pretty good sized dance floor with a small stage. 2 bars... several decks... inside, outside, tables and booths... Looks like the riverboat from Disneyland and it can probably fit up to 400 people or so... I know there's some feasting going on there too, cuz they have a pretty large kitchen...

Historic riverboat, the Grand Romance, may be kicked out of Long Beach harbor

LONG BEACH, Calif. (KABC) -- A three-story authentic Mississippi paddleboat docked at Rainbow Harbor has longtime been part of the scenery in Long Beach. But now the Grand Romance dinner cruise and showboat may be kicked out.

Bill Barker, captain and owner of the Grand Romance Riverboat, said the city is terminating his permit to operate in the harbor. He has 60 days to vacate and remove the 19th century vessel.

Barker said he received a list of compliance issues back in August and fulfilled those requirements. He said he and other business owners along the harbor have recently felt they are being pushed out by the city in its plan to gentrify the area.

"There have been a lot of pressure put on myself and the other businesses here to change the atmosphere," Barker said.

City officials, however, deny the claims.

"(The city) has made repeated attempts to gain compliance from Bill Barker...Unfortunately, the Grand Romance Riverboat has continued to act contrary to city directives and conditions and showed little regard for city assets, rules and regulations," a statement said.

Barker insists the compliance issues are a misunderstanding and that the eviction comes as a complete surprise. The Grand Romance has dozens of clients who have booked months in advance. If evicted, Barker would have to cancel all those reservations and refund their money.

Many in the area are also saddened by the possible eviction.

"I actually can't even imagine looking at this waterfront right here without seeing the Grand Romance," Garret Henderson said.

Barker wants to speak to the city and work something out in hopes of preserving a bit of history amidst so much change.
