Course instructor and participants looking at 2 powerboats

RYA Powerboat Level 2

This 2 day course is the benchmark for powerboating qualifications across the world. No existing skills are needed. This course will help you become a fully self sufficient powerboater.

About the course

The Royal Yachting Association (RYA) National Powerboat Scheme is for drivers of craft up to 33ft (10 metres), without a galley or toilet on board. These qualifications are recognised around the world and can be beneficial if you’re looking to drive commercially.

You do not need any prior knowledge of boat handling to join this Level 2 course. Our instructors will introduce you to a range of slow and fast manoeuvres and help you to get comfortable with how the craft handles.

After completing this course, you’ll be a self-sufficient powerboater. You’ll be comfortable reading the conditions, and handling the craft within its limitations and your own. You’ll also be able to apply for an International Certificate of Competence (ICC) , allowing you to operate boats and pleasure craft abroad.

Powerboat Level 2 courses run on a maximum ratio of 1 instructor to 3 students.

Royal Yachting Association (RYA) Powerboat Handling Level 2

Royal Yachting Association Powerboat Handling Level 2).

RYA Powerboat Level 2) training takes place at our private country house estate venue in Staffordshire; a two-day course aimed at the commercial / industrial / lowland rescue and fire & rescue sectors; operating in land-locked counties without tidal or coastal considerations.

Our instructional team are either currently serving or recently retired from both lowland rescue and fire & rescue backgrounds.

Please note that we NO LONGER OFFER ‘ LEISURE ’ TYPE POWERBOAT TRAININING ,  only commercial courses, booked ‘per vessel’; three candidates to one instructor or multiples thereof.

Having moved away from ‘leisure’ oriented boat courses since the spring of 2023, Birmingham & Midland Marine Services Ltd are only running commercially oriented RYA Powerboat Level 2 training: our main client base being the Canal & River Trust, the Environment Agency, their contractors, sub-contractors, and Lowland Rescue / Blue-Light personnel in lesser numbers.

Although not undertaken on coastal or tidal waters the theory is still covered in full and the licence issued upon successful completion is valid for inland and coastal environments within RYA guidelines.

Training is undertaken on a 3:1 basis as a ‘closed course’.  We generally run two vessels simultaneously, as a 6:2 but are limited to three candidates to a vessel. 3 is our minimum number of candidates per invoice. Course charges are based on a full cohort of three candidates to a vessel with one instructor. Two candidates attending would be charged for the full three places. Prices are variable with discounts available for multi-boat bookings and for blue-light organisations; please contact [email protected] for more information.

Training takes place at our second training centre at Chillington Hall, based from an 18th Century ‘Grecian Temple’, adjacent to the 60 acre lake in the grounds (designed by the renowned landscape architect, Lancelot ‘Capability’ Brown) of the private, country estate; home of the occupying Family for some 900 years ( www.chillingtonhall.co.uk ).

We generally have availability for either three or six candidates on Mondays & Tuesdays, Thursdays & Fridays, if conditions allow (ice, excessive wind). Not having sole-access to the lake we can only advise upon which dates are ‘currently’ available for powerboat training: Other estate activities including ‘live firing’ events are also run in the same location, and shooting in particular doesn’t work too well with boats being on the water at the same time! If the lake or surrounding areas have earmarked for live firing activities out after you have given us your preferred dates, we will liaise with you to try to find an alternative set of consecutive dates that work for both parties.

Commercial / Industrial Training

Powerboat training for personnel working ‘Tiller-steer’ craft on inland, non-tidal waters such as Environment Agency / Canal & River Trust / Marine Access / Lowland Rescue / Safety staff and contractors, is undertaken on a minimum booking of three candidates , in multiples of three, ‘generally’ aboard our RTK Marine Mk 1) Rigid Raiders; 5m military craft.

These craft are former Royal Marines Commandos vessels and with 15hp outboard motors are an ideal training boat for those candidates who are likely to be deployed on Category ‘A’ & ‘B’ or ‘non linked’ waters such as canals, rivers, lakes, and reservoirs.

The course also forms on one the prerequisites for both our ‘Inland Waters Rescue Boat Operator’ course and ‘DEFRA Module 4) Water Rescue Boat Operator / Swiftwater & Flood Rescue Boat Operator’ courses.

Course content:

This course covers the full syllabus of the RYA scheme, plus additional ‘commercial’ and ‘safety / rescue’ content, course content and delivery developed with involvement of both the Environment Agency and the Canal & River Trust.

Covering elements such as boat handling, securing to a buoy, anchoring, leaving, and coming alongside, man overboard. operating in weed or shallow water conditions, vessel handling in the shallow-drive position, introduction to casualty positioning and management, search patterns and working in low-light / poor visibility conditions, the course provides a foundation level to both the  ‘Inland Waters Rescue Boat Operator’s qualification and the Flood Rescue Concept of Operations DEFRA 4 Rescue boat Operator qualification.

International Certificate of Competence - ICC

Many European countries require the skipper of a vessel to be able to provide evidence of his or her competence. In practice documentary evidence may seldom be inspected, but it is generally useful and in some countries essential to carry an ICC.

So is the ICC required or recommended?

The requirement is solely dependant on the country you are visiting. You may find that some only require it for inland waters where others only require it for coastal waters. However you will find some require it for both.

In very general terms an ICC is required for the inland waterways of Europe and for inland and coastal waters of Mediterranean countries. For the coastal waters of Northern Europe the ICC is generally not required, however to all of these generalisations there are exceptions.

Further information can be found on the Evidence of Competence Abroad page . RYA members will find more specific information in the individual country pages .

Eligibility

Minimum age.

The ICC cannot be issued to anyone under the age of 16. Therefore please only apply for the ICC if you are age 16 or over.

Nationality

The RYA is permitted to issue the ICC to British nationals and residents. You are a British national if you are one of the following:

  • A British citizen
  • A British Overseas Territories citizen
  • A British overseas citizen
  • A British national (overseas)
  • A British subject
  • A British protected person

Evidence of residency is required for non-nationals this is usually a photocopy of a driving licence, utility bill, Council Tax bill, bank statement or similar. Further authenticated evidence of residency may be requested.

How to apply

To apply simply download the form from the link below, complete it and send it to the RYA along with any supporting evidence required. This is free of charge to RYA members. We can also help you complete the form whilst on your RYA Powerboat Level 2 course if required.

I go on holiday to Croatia all the time. I love the northern islands – especially Brac. I was walking along the beach and could see all the speed boats on the water. It looked so much fun. People zooming around, wake-boarding, heading off to the next islands on dates to visit restaurants, all sorts. I went to find the hire company so I could take my wife and kids out. An exclusive way to get to Hvar – the next island. A perfect dream day out. Then reality hit. The guy behind the counter asked if I had a boat licence. In front of my excited family I had to say no. The guy then explained where I could find the pedalo hire down the beach! The look on my kids faces! I took the Powerboat Level 2 course with Get Lost Powerboat Training. The course was really manageable and the team are really professional. Since then we have been back to Brac and I’ve taken my family to our favorite restaurant on Hvar, Dalmatino. I was so proud after my earlier experience there. Thank you! David ⭐⭐⭐⭐⭐

RYA Powerboat level 2

The RYA Powerboat level 2 is a two-day, entry level course that will give you the background knowledge and boat handling skills you need to safely drive a powerboat, including low speed techniques and driving at planing speed.

RYA powerboat courses are aimed at drivers of small powered craft such as sports boats and RIBs, that don’t generally undertake long or offshore passages.

Taught in English

All RYA courses are taught in English. We recommend a minimum level of B1 for 1-day and 2-day courses and a minimum level of B2 for longer courses, theory courses and specialised training, such as SRC (VHF) radio.

Is this course for me?

This course is suitable for beginners and for drivers with experience who are looking for formal training and certification. It focuses on low speed close quarters handling, man overboard recovery, an introduction to driving at planing speed, and collision regulations.

You can choose to complete the course either as part of an open group or you can rent a boat for the day and complete the course with family and friends. You can also choose to run this course on your own boat.

Open groups With an open group booking, you book a place on a course and we’ll admit up to a maximum of three students onto that same course. This is the most economical option if there are less than 3 participants; however, it’s also the least flexible option if your availability is limited. The price of a seat on an open course includes fuel and mooring fees away from our base. Price per person in an open group: 545€
Rental with tuition With this option, you rent a powerboat from us and we provide the instructor and teaching materials. This option gives you the maximum flexibility in terms of dates and the kind of boat we’ll use in training (subject to availability). As with any charter, you’re responsible for paying the fuel for the boat. Please contact us if you’d like a quotation for a rental and course pack.
Own boat tuition If you already own a powerboat, or if you have a friend who owns a boat, we’re more than happy to run your Powerboat level 1 course on your own boat. Please contact us if you’d like a quotation for a rental and course pack.

The course lasts 2 full days. Each day starts at 09.00 and finishes at 17.00.

Candidates under the age of 16 will be issued with a certificate endorsed “Not to be in charge of a powerboat unless under the supervision of a responsible adult”. We only run this course for under 16’s if the parent or guardian is taking the course at the same time.

Recognition in Spain

Unlike the United Kingdom, Spain requires that skippers hold a boat licence to operate boats flying a Spanish flag. The same rule applies if you buy a boat or rent a boat. Navigating the waters with an RYA qualification in Spain varies depending on several factors including the boat’s flag state, the pilot’s nationality, residence, and the boating location. Here’s a summary:

UK Citizens or Residents : Post-BREXIT, Spain recognizes RYA qualifications for UK citizens or residents. This makes it easier for them to rent boats or sail their own in Spanish waters. UK-flagged boats require no additional steps, but boats under the Spanish flag need registration for authorization; the process is automatic and simple.

Non-UK Citizens with Non-Spanish Flagged Boats : To navigate in Spanish waters, a valid boating license from the boat’s flag country or the skipper’s country of origin or residence is necessary. RYA qualifications are generally accepted if recognized in the skipper’s home country. Carrying proof of a qualification’s acceptance, such as a letter from an insurance broker, is advisable.

Non-UK Citizens with Spanish Flagged Boats : The General Directorate of Merchant Marine allows EEA citizens and those from specific countries to skipper Spanish-flagged recreational boats with a license from their home country. In practice, most boat clubs and charter companies accept RYA qualifications.

Overall, while RYA qualifications are highly regarded, their acceptability in Spain is nuanced and varies based on specific circumstances, especially concerning the boat’s flag state and the skipper’s nationality or residency.

As a school recognised by the Spanish Maritime Authority, The Boat School can issue a Spanish Boat Licence to students who have successfully completed the RYA Powerboat Level 2 course. This option is not available for every course.

You can find out more about the Spanish Boat Licence here.

International recognition

On successful completion of an RYA Powerboat Level 2 Course, UK nationals and nationals of certain other countries (Recognition) automatically qualify for an ICC issued by the RYA (see the tab “ICC”).

  • Boating abroad

You must log in to your personal MyRYA account to apply or renew an ICC.

If you’re looking to operate a pleasure craft or hire a boat outside the UK and need to evidence your competence, then the UK International Certificate for Operators of Pleasure Craft (the ICC) issued by the RYA, may be useful.

What is the ICC?

The ICC is intended to provide evidence of competence when requested by officials in a country you are visiting (i.e. a country you are not a citizen or a resident of).

It’s an assurance from one government to another that the certificate holder is sufficiently competent to be operating a pleasure craft, despite not holding the visited country’s certificate.

Is the ICC for me?

When you visit another country, in most circumstances (in accordance with the United Nations Convention on the Law of the Sea) you can be required to comply with the maritime legislation of the visited country (the Coastal State) in addition to that of your vessel’s country of registration.

To know whether the ICC is the right document for your circumstances you need to consider the applicable legislation.

Find out more about applicable legislation and flag and coastal states .

What is Resolution No. 40 and why is it important?

The ICC was developed under the United Nations Economic Commission for Europe (UNECE) Inland Transport Committee Working Party on Inland Water Transport Resolution No. 40, the UK Government has accepted Resolution No. 40 and has authorised the RYA to issue a UK ICC on its behalf.

Resolution No. 40 details how and to who the ICC may be issued, the syllabus requirements and the layout of the certificate. The Resolution also lists the countries which have notified the UNECE Secretariat that they have accepted the resolution.

your ICC questions answered

Eligibility - nationality based criteria

I’m British. Can I get a UK ICC from the RYA?

Yes. You’ll need to provide a copy of a document or a combination of documents with your ICC application, which allow the RYA to verify your nationality. This will usually be a copy of your passport.

Find out more

I’m a citizen of a country that has accepted Resolution 40. Can the RYA issue me with an ICC?

The RYA will only issue you with an ICC if you are resident in the UK.

I’m a citizen of a country, other than the UK, that has not accepted Resolution 40. Can the RYA issue me with an ICC?

The RYA can issue you with an ICC. However, if the country you are a national of accepts Resolution No. 40 in the future you will not be able to amend or renew your ICC. You must return the certificate to the RYA and you will not be entitled to any refund. You may wish to find out if the country you are citizen of intends to accept the ICC in the future.

Eligibility - competence based criteria

I’ve been boating for a long time but have never taken any formal courses. Can I get a UK ICC issued by the RYA?

Applicants for the UK ICC issued by the RYA, who do not hold an eligible certificate but already have the required level of competence can take ICC assessments to demonstrate their competence for each of the categories they would like to have validated on their ICC.

Read our detailed information on how to evidence your boating competence for the issue of a UK ICC.

I only have a shorebased course completion certificate, I didn’t take a practical course. Can I still apply for a UK ICC from the RYA?

To be issued with a UK ICC by the RYA you must provide evidence of your competence for both the type of vessel categories you would like to be validated on your certificate and the coastal waters and / or inland waters category.

An RYA Day Skipper Shorebased or higher Course Completion Certificate can be used to validate the coastal waters category only. A shorebased certificate on its own is not sufficient. You must also provide evidence of your competence for at least one of the type of vessel categories.

Can I covert non-RYA qualifications into an ICC?

In general, non RYA certificates cannot be used to evidence your competence for the issue of a UK ICC by the RYA. Some certificates issued for or on behalf of the UK Maritime and Coastguard Agency (MCA) can be used in an ICC application as evidence of competence.

Application process for UK ICC

Do I need to provide a photograph?

Yes, a current passport sized head and shoulders photo of the certificate holder is printed on the ICC. A suitable photo must be submitted with your application.

Photo specifications

  • Clear and in focus
  • Contains no other objects or people
  • Taken against a plain light-coloured background
  • In clear contrast to the background
  • Not have 'red eye' - eyes must be open and visible
  • The applicant must be facing forwards and looking straight at the camera

I’m applying online, how do I upload my passport sized photograph and proof of eligibility?

You’ll be prompted to upload this digitally in a PDF format - we also accept jpg for photos. HEIC format will not be accepted. Documents must not exceed 5MB.

Can my ICC be sent to an alternative address?

No, your ICC must be sent to the address you give on your application form which is the address printed on the certificate.

I’ve downloaded the pdf application form and I’m applying by post. Do I send original documents to support my application or are copies sufficient?

Please DO NOT send original documents.

You should send copies only of your passport, driving licence and any other certificates or documents you need in support of your application.

General ICC questions

Do I need to be an RYA member to apply for my ICC?

No, you are not required to be a member of the RYA. However, the ICC application is free for RYA members.

Which countries accept the ICC?

Please refer to our information on where might the ICC be accepted.

Can I renew my ICC if it has expired?

Yes, expired certificates, issued on or after 1 April 1999 can be renewed. Certificates issued prior to 1st April 1999 were not issued in accordance with Resolution No. 40 and cannot be renewed.

Your new certificate will be issued with the same categories validated as your existing certificate.

Should you require any further categories validated you will need to pass the appropriate ICC assessment or provide the necessary documentary evidence of competence.

Apply now for your ICC renewal

Can I renew early?

Yes. If you renew your ICC no more than three months before the certificate expires, the new certificate will have a validity of 5 years from the date the previous ICC would have expired. You can renew your ICC earlier than that, but it will only be valid for 5 years from the date of issue.

How do I apply for a replacement ICC?

If your ICC is still current and you require a replacement then you will be required to complete the ICC application form and submit as a replacement request.

The replacement is free of charge to current members or the cost for non-members can be found on the form. The expiry date will remain the same.

Apply for an ICC

How do I change the address on my ICC?

You will be required to complete the ICC application form and tick the box for updating details.

This update is free of charge to current members or the cost for non-members can be found on the form. The expiry date will remain the same.

I have Power Yes on my Certificate, what does this mean?

Sometimes an ICC is issued with the validity for Power restricted to vessels up to 10m in length.

Where the applicant has demonstrated that they are competent to drive a larger powerboat, motor cruiser or barge, the 10m restriction is lifted and the ICC says Power - Yes.

What vessels that ICC is valid for is determined by the legislation of the flag and coastal states.
