Boat Size Drives Lake George Marina Plan Opposition

The Winnish, owned by LeGrand Cramer, one of Lake George’s first Auto-Boats

Representatives of the Queensbury dock condominium complex withdrew their application for variances from the Lake George Park Commission’s rules at that agency’s monthly meeting, held February 27 at the Fort William Henry conference center.

The club is free to amend its current application or submit a new one sometime in the future.

According to the Harris Bay Yacht Club’s representatives, Commodore Cindy Quade and architect Tim Gallagher, the club intends to replace its 30-year-old wood docks. In the process, it hoped to widen the space between dock slips. Doing that, however, would require extending the entire complex twenty-eight feet farther into the lake.

Quade and Gallager told the Commissioners that the additional space was requested not to accommodate larger boats but, rather, “to avoid collisions and relieve congestion.”

Those who spoke in opposition to the expansion plan were not persuaded. “This application represents the tipping point for boat size on Lake George,” said Al Rider of Hague.

“The lake is not getting any bigger, and Lake George is not the place for large boats.”

Glens Falls attorney John Caffrey, whose family has owned a home on Assembly Point for decades, remarked that when his parents docked their 26-foot boat at Yardarm Marina, the predecessor of the Harris Bay Yacht Club, “it was among the largest boats there. Today it would be the smallest.”

Caffrey said the club’s existing slips “were totally adequate to its needs.”

Beverly Pozzi, also of Assembly Point, noted that as boats have increased in size, their impacts on water quality, shorelines and the safety of others have also grown.

Comments about the impacts of larger boats were submitted by Waterkeeper Chris Navitsky, who was unable to attend the February 27 meeting.

“Larger boats will create increased shoreline erosion and turbidity from increased draft, resulting in increased sedimentation,” Navitsky wrote. “Larger boats could also increase the spread of Eurasian watermilfoil from increasing currents, resulting in fragmentation and migration of piece.”

Al Rider said he has submitted a petition to the Lake George Park Commission requesting that it review the ramifications of larger boats on Lake George when reviewing the Harris Bay Yacht Club’s applications while, at the same time, urging it to draft new regulations addressing boat size, speed and noise.

New Docking System for Lake George Marina

The Harris Bay Yacht Club on Lake George in Cleverdale, New York, has finished construction of a new docking system. Ticonderoga-based AP Reale Marine & Civil Contracting and Marina Technologies (MTI) were contracted to replace the antiquated wood docks with a state-of-the-art aluminum-framed docking system.

With 271 slips, the Harris Bay Yacht Club is the largest marina on Lake George in upstate New York. The club’s wood docks, built in 1983, were replaced with MTI’s S-190 aluminum docking system complete with 30A & 50A power, lighting, fuel pumps, potable water, pump-out, and Wi-Fi. The fuel dock will also have a floating fuel office and ice machine.

“After a long and detailed analysis of the different dock systems, they decided on Marina Technologies aluminum dock systems because it had the most features and advantages for the price, which made it the best investment for the yacht club,” said Bob Berry, MTI project development manager.

“Our dock system includes proprietary composite decking, polyethylene floats, aluminum reinforced PVC fenders and inflatable (pressure adjustable) corner bumpers, dual top-access utility troughs, flexible and silent reinforced rubber dock connections, and adjustable 12” powder-coated aluminum cleats with stainless steel backing plates,” said Richard Murray, president of MTI.

“The new docks have dual top-access troughs with 7-foot long aluminum cover panels, which makes installing, accessing, and maintaining utilities simpler and faster compared to removing deck boards. We also have a large, separate central utility trough on the fuel dock for fuel lines.”

AP Reale Marine & Civil Contracting also handled the demolition of the old docking system. The contractor installed new 10-inch PVC piles to anchor the new system in place. Berry said the PVC piles will provide superior performance with minimal maintenance for decades. The new system will be a permanent fixture through all seasons, freezing-in-place through the winter months without issue.

The Harris Bay Yacht Club offers its members an Adirondack style club house with restrooms, showers, laundry, kitchenette, and picnic area with gas grills.

Harris Bay on Lake George, NY

Welcome to Harris Bay

See below to learn about the characteristics of your bay and what they mean for your water quality.

Harris Bay Profile

Harris Bay on Lake George, NY

Located in the Town of Queensbury in Warren County, the Harris Bay watershed flows into the Dome Island sub-basin of Lake George. This sub-basin is named for the famous dome-shaped island and contains the deepest location in the lake.

The Critical Environmental Area (CEA) , a band of land extending back 500 feet from the shoreline and considered the most influential land to the lake's water quality, makes up 22% of the watershed (287 acres).

  • Properties: Over 75% of the properties in the watershed are within the CEA (343 of 452).
  • Streams: There is less than 0.4 miles of DEC regulated AA-Special streams, however there are nearly 12 miles of intermittent streams that only flow during portions of the year (Spring runoff or rain events) or run year-round and are unregulated by DEC at this time.
  • Roads: 9.3 miles of roads: including 6.4 miles of Town roads, 1.8 miles of State roads, and 0.9 miles of Private roads. Of the 9.3 miles, 0.9 miles are within 100 feet of the shoreline and at a greater risk for introducing salt and other runoff to the lake.

Map of Impervious Surface in Harris Bay

Impervious Surface Is Impacting Water Quality

15% of the land in the CEA is covered by impervious surfaces such as roads, roofs, or driveways. Impervious surfaces covering more than 10% of the CEA will have an impact on water quality. You can improve your water quality by avoiding further impervious surface development,  capturing any stormwater runoff between these surfaces and streams or the lake shore, and converting existing surfaces into something that water can sink into, like permeable pavers. Consider planting a shoreline buffer as a protective cushion for the lake.

View the Impervious Surface Map

Map of Septic Systems in Harris Bay

Septic Systems

90% of the properties (275) in the Harris Bay watershed are on private septic systems. Improperly treated wastewater from aging, failing or inadequately designed septic systems is impacting Lake George water quality, threatening human health with organic matter, bacterial and viral pathogens, and feeding algae growth with excess nutrients, like nitrogen and phosphorus, that can potentially lead to  harmful algal blooms  (HABs). If you’re a septic system owner, Lake George needs you to contribute to water quality protection by taking the actions outlined in the link below to ensure your septic system is operating properly.

Stop Wastewater Pollution

Tree cover in Harris Bay

Areas to Protect From Development and Hemlock Woolly Adelgid

The forested and scrub/shrub wetlands of the Harris Bay watershed area covers approximately 450 acres. That's over 34% of the watershed's area and it provides a critical service to Warner Bay's water quality by cleaning water flowing into the lake. It's an important area to protect.

22% of the watershed has steep slopes. Most are located on either side of the Dunham’s Bay Marsh and largely remains undeveloped. Logging, a large tree die off, and development in those areas would all likely lead to additional stormwater runoff.

Hemlock Woolly Adelgid  (HWA) is slowly spreading around the Lake, threatening the health of our Hemlock forests. Approximately 21% of the tree cover is Conifer (evergreen) trees, some of which are Hemlocks. Hemlock stands within your watershed have the potential to become infested without proper  monitoring and management . The closest confirmed infestation is 0.6 miles from your watershed. HWA often spreads via birds and will likely arrive around Harris Bay soon.
