The brilliantly appointed interior accommodations has a 5 stateroom layout, which accommodates 11 guests, and crew accommodations for up to 8 crew.

Her hull is made of aluminum, and decks finished in teak, with a beam of 26' 3" (8m), a draft of 4' 8" (1.4m), measuring in at a total of 286 gross tons.

Ability yacht description.

Offered by DMA Yachting, the astonishing charter yacht ABILITY is a 138 ft motor yacht. The most valuable elements of ABILITY are her elegant profile and experienced crew. ABILITY spends the summer and winter season in Greece. She was completed by recognized shipbuilder Codecasa in 2007. A comprehensive refit was finalized in 2023. The ingenious yacht layout features 5 cozy cabins and comfortably accommodates a group of 11 guests.

ABILITY is classified as a superyacht. The key part of the yacht, generously sized aft deck, is right next to the the heart of the yacht - the main saloon. The main saloon is a comfortable space for early mornings or late evenings and offers a range of entertainment options. 5 tasteful cabins are thoughtfully spread out for maximum privacy and comfort.

Hobbies: snowboarding, paintball, fishing, scuba diving, speargun diving, hunting, water sports, music, beach volley, football, tennis, parachuting, shooting. His previous yachts include M/Y Lyktos, M/Y Summer Samba, M/Y Caramela, M/Y Apodrasi, M/Y Magna Grecia, M/Y Alwaeli, M/Y Wild Child, M/Y Legend, M/Y Amore mio1. Chief Engineer / Argyris Varagiannis Nationality: Greek Languages: Greek & English Chief Engineer Argyris holds a Class A diploma and all the necessary certificates. He speaks fluent Greek, basic Arabic and English. Chief Stewardess / Ionela Stefanescu Nationality: Romanian Languages: Romanian, Greek, Italian, Spanish, English Ionela is married with 2 children. She joined the yachting industry in 2006 first on sailing yachts before moving to motor yachts. Expanding her expertise, she delved into the role of a hostess on daily cruises, bringing her passion for yachting and the sea to the forefront of her career. Deckhand / Leonidas Tiniakos Nationality: Greek Languages: Greek & English From a young age, Leonidas fostered a profound love for yachting, honing his skills by maintaining his family's cherished wooden boat. ABILITY was previously registered as the project or yacht name (Mangusta 130) Salvaje; Solomia. The naval architect which delivered the design details on this ship is Overmarine and Stefano Righini. Overmarine was the one who saw out the overall interior design.

New Build & Designing of Luxury Yacht ABILITY

The yacht's wider design collaboration came from Overmarine and Stefano Righini. The formal naval architect drawings are a creation of Overmarine Yacht Design Team. Motor Yacht ABILITY received her stylish interior designing from the interior design office of Overmarine. Italy is the country that Overmarine (Rodriguez Group) built their new build motor yacht in. After official launch in 2005 in Massarosa the boat was passed over to the yacht owner after sea trials and testing. The hull was constructed with composite. The motor yacht superstructure is fabricated for the most part using composite. With a beam of 7.8 m or 25.6 ft ABILITY has moderate interior. She has a reasonably shallow draught of 1.3m (4.5ft).

Cruising the Moskva River: A short guide to boat trips in Russia’s capital

There’s hardly a better way to absorb Moscow’s atmosphere than on a ship sailing up and down the Moskva River. While complicated ticketing, loud music and chilling winds might dampen the anticipated fun, this checklist will help you to enjoy the scenic views and not fall into common tourist traps.

How to find the right boat?

There are plenty of boats and selecting the right one might be challenging. The size of the boat should be your main criteria.

Plenty of small boats cruise the Moskva River, and the most vivid one is this yellow Lay’s-branded boat. Everyone who has ever visited Moscow probably has seen it.

This option might leave a passenger disembarking partially deaf as the merciless Russian pop music blasts onboard. A free spirit, however, will find partying on such a vessel to be an unforgettable and authentic experience that’s almost a metaphor for life in modern Russia: too loud, and sometimes too welcoming. Tickets start at $13 (800 rubles) per person.

Bigger boats offer smoother sailing and tend to attract foreign visitors because of their distinct Soviet aura. Indeed, many of the older vessels must have seen better days. They are still afloat, however, and getting aboard is a unique ‘cultural’ experience. Sometimes the crew might offer lunch or dinner to passengers, but this option must be purchased with the ticket. Here is one such  option  offering dinner for $24 (1,490 rubles).

If you want to travel in style, consider Flotilla Radisson. These large, modern vessels are quite posh, with a cozy restaurant and an attentive crew at your service. Even though the selection of wines and food is modest, these vessels are still much better than other boats.

Surprisingly, the luxurious boats are priced rather modestly, and a single ticket goes for $17-$32 (1,100-2,000 rubles); also expect a reasonable restaurant bill on top.

How to buy tickets?

Women holding photos of ships promise huge discounts to “the young and beautiful,” and give personal invitations for river tours. They sound and look nice, but there’s a small catch: their ticket prices are usually more than those purchased online.

“We bought tickets from street hawkers for 900 rubles each, only to later discover that the other passengers bought their tickets twice as cheap!”  wrote  (in Russian) a disappointed Rostislav on a travel company website.

Nevertheless, buying from street hawkers has one considerable advantage: they personally escort you to the vessel so that you don’t waste time looking for the boat on your own.

Prices start at $13 (800 rubles) for one ride, and for an additional $6.5 (400 rubles) you can purchase an unlimited number of tours on the same boat on any given day.

Flotilla Radisson has official ticket offices at Gorky Park and Hotel Ukraine, but they’re often sold out.

Buying online is an option that might save some cash. Websites such as  this   offer considerable discounts for tickets sold online. On a busy Friday night an online purchase might be the only chance to get a ticket on a Flotilla Radisson boat.

This  website  (in Russian) offers multiple options for short river cruises in and around the city center, including offbeat options such as ‘disco cruises’ and ‘children cruises.’ This other  website  sells tickets online, but doesn’t have an English version. The interface is intuitive, however.

Buying tickets online has its bad points, however. The most common is confusing which pier you should go to and missing your river tour.

“I once bought tickets online to save with the discount that the website offered,” said Igor Shvarkin from Moscow. “The pier was initially marked as ‘Park Kultury,’ but when I arrived it wasn’t easy to find my boat because there were too many there. My guests had to walk a considerable distance before I finally found the vessel that accepted my tickets purchased online,” said the man.

There are two main boarding piers in the city center:  Hotel Ukraine  and  Park Kultury . Always take note of your particular berth when buying tickets online.

Where to sit onboard?

Even on a warm day, the headwind might be chilly for passengers on deck. Make sure you have warm clothes, or that the crew has blankets ready upon request.

The glass-encased hold makes the tour much more comfortable, but not at the expense of having an enjoyable experience.

Getting off the boat requires preparation as well. Ideally, you should be able to disembark on any pier along the way. In reality, passengers never know where the boat’s captain will make the next stop. Street hawkers often tell passengers in advance where they’ll be able to disembark. If you buy tickets online then you’ll have to research it yourself.

There’s a chance that the captain won’t make any stops at all and will take you back to where the tour began, which is the case with Flotilla Radisson. The safest option is to automatically expect that you’ll return to the pier where you started.

Inside Florida's 'Little Moscow,' where Russian money flows thanks to 'rich daddies' snapping up real estate

  • "Little Moscow" is the nickname for Sunny Isles Beach, Florida, which is flowing with Russian money.

Welcome to "Little Moscow."

Like its namesake city, it's home to many Russian elites. Unlike it's namesake city, it's located on a small strip of land near Miami: Sunny Isles Beach, Florida.

"They love to be here, and they like to spend their money and enjoy their life," Lana Bell, a real-estate agent, recently told the News Nation correspondent Brian Entin , referring to her wealthy Russian clientele.

Russian money has brought a real-estate boom to the region over the years, but now these power players are afraid they might not be able to enjoy the Miami sunshine much longer. As Entin reported, they're worried the escalating Russia-Ukraine conflict will blacklist them from buying American real estate, although Bell said it hasn't been a problem so far.

However, existing sanctions from past political events already slowed their buying efforts in recent years, and Biden has said the US will seize luxury apartments from Russian oligarchs with wealth parked in the country. But not all of Little Moscow's residents are wealthy, and not all of them support the war. 

Here's a look at the rise of Little Moscow and the lives of the Russians who made it happen.

Sunny Isles Beach is a 1.5-mile strip of island that sits between the Atlantic Ocean and Intracoastal Waterway in South Florida. It's about a 40-minute drive to downtown Miami, depending on traffic.

Sunny Isles Beach is located in northeastern Miami-Dade county. As of 2020, it's home to 22,342 people . The most recent data from the Census' American Community Survey that tracked population from 2015 to 2019 shows that there are 1,079 Russian-born residents living there — more than any country in Europe or Asia.

It's a place where beachfront high-rise hotels and condos dot the coastline, towering over an idyllic scene of white-sand beaches and sparkling turquoise water. Compared to the dark and brutal winters of Russia, it's a slice of paradise.

Before becoming a Russian luxury hot spot, the city was full of quirk and charm thanks to beachfront motels and tourists.

Fred Grimm wrote in the South Florida Sun Sentinel that the city was "once a linear tableau of South Florida kitsch, a seaside strip of themed motels, offering homage to ancient Egypt, Rome, the wild west, Polynesia, American Indians and so many nautical motifs, including Neptune and his water nymphs."

"Motel Row," a strip of 30 motels along the beach, was built in the 1950s and 1960s, when the city was known as Sunny Isles (before that it was called North Miami Beach). Tourism slowed its roll in the 1970s, resuming some 20 years later when most of the motels were replaced with luxury hotels, and Sunny Isles was renamed Sunny Isles Beach.

The city's luxury-development boom that first began in the 1990s revitalized the city's economy, which began to see an influx of wealth.

The median home value in Sunny Isles is $555,042 , higher than the $469,562 median home value in Miami. The most expensive home in the area currently listed on Sotheby's is $13.9 million , and condos can cost as much as  $35 million . 

It's a place of well-known luxury. Consider the Porsche Design Tower , where residents can use an elevator for their cars. And the iconic Acqualina Resort was named the country's best continental resort four years in a row by US News & World Report . Nightly rates at the five-star resort start at $2,500 a night . 

Among these developments are several Trump Towers, a brand that has held a huge appeal among Russian investors looking to move their money in the post-Soviet economy.

Trump doesn't actually own the buildings but licensed the use of his name there, The Washington Post reported . Real-estate agents told the Post in 2016 that Trump's name carries weight among the European, South American, and Asian elite, but especially among Russian oligarchs.

"When Russians get here, the first thing they ask is, 'Where is the Trump building?'" Ilya Masarsky, real-estate developer who has worked with Russian investors in the US, told The Post. 

Jose Lima, a salesperson for the company that developed the region's Trump towers, said at the time that Russian speakers bought about one-third of the 500 units he sold. 

A 2017 Reuters investigation found that at least 63 members of Russia's elite spent nearly $100 million buying property in Trump buildings in the region, including the nearby city of Hollywood. Reuters called some of the buyers "politically connected businessmen," adding that none seemed to be part of Putin's inner circle.

"Russian patriots are happy here; Sunny Isles is a happy place," Bell, the real-estate agent, told The Daily Beast in 2019 . "Russian men make money at home, they visit their Miami property just for a few months in winter. Some of these rich daddies are in their fifties or older, while their women are in their twenties; the beach is packed with really young pregnant Russian girls, girls with babies." 

A past Miami Herald investigation found that some of these buyers were the targets of US government investigations. Experts in illicit financing said Russian money gave the city its nickname of Little Moscow.

The Miami Herald found in 2016 that at least 13 personal or company buyers in the Trump Towers were investigated by the government, including a Russian-American organized-crime group and a Mexican banker accused of robbing investors. It also found that about 60% of the units are owned by shell companies, which only hold assets like real estate and can be involved in money laundering.

Experts more recently told the Herald's Michael Wilner that illicit financing has helped Russians spend years snapping up properties along Florida's southeastern coast. They estimated that Russia's elite had more than $1 trillion in offshore accounts, which they said was disproportionally held in South Florida property.

As Julia Friedlander, director of the Atlantic Council's Economic Statecraft Initiative, told the publication, "We know what's happening based on patterns of behavior and observations from various sources, just like parts of Manhattan and parts of London. They're known as places where real estate will reliably retain its value."

The greater Miami region that Sunny Isles Beach is part of is also a popular place for birth tourism. Russian women have fueled a baby boom there in recent years.

As NBC News reported in 2018 , having a baby in Miami is considered a status symbol in Moscow. Russian birth tourists told the publication that giving birth there means getting an American passport and better medical care. It's a legal act, as long as documents are filled out honestly, that allows their children the right to American citizenship and to sponsor their parents for a green card once they turn 21.

Wealthier Russians even hire agencies that offer birth-tourism packages that cost anywhere from $50,000 to $100,000, according to NBC News. Some of these companies offer Trump apartments as part of the package, the Daily Beast's Katie Zavadski reported . For $84,700, expectant Russian mothers can get an apartment in a Trump Tower with a gold-tiled bathtub and chauffeured Mercedes-Benz. 

Not all of the money flowing into Little Moscow is from Russia, nor is it all "dirty." And not all of the people who live there are wealthy.

The Herald's Wilner reported that the area has also seen investments by overseas buyers in Europe and Latin America.

And, as Ari Odzer reported for local outlet NBC Miami , Sunny Isles Beach is also a sanctuary for refugees from the old Soviet Union and Russians on tourist visas. For this reason, he said, it's also known as Little Kyiv, Little Odessa, and Little Minsk. 

Locals told Odzer that the Russia-Ukraine conflict is dividing residents, with some supporting Putin and others who don't but are too afraid to say anything. Odzer wrote "the fear of Putin is a real phenomenon," considering he could barely get any Russians to speak on the record about their president.

Russian real-estate purchasing has been slowing down in recent years because of sanctions.

Tightened US sanctions in light of Moscow's interference in the US elections, as well as the Kremlin banning thousands of rich Russian law-enforcement officials from traveling abroad, left many Russians renting or selling their Sunny Isles Beach condos, the Daily Beast's Anna Nemstova reported in 2019 . 

"Russians can be easily recognized by their Bentleys and Rolls-Royces," Bell, the Russian real-estate agent, told Nemstova at the time. "But this year the sales have gone down. It is becoming problematic for the Russian elite to take their money out of the country; and here the rules demand full disclosure, the name of the buyer and the source of money."

However, Little Moscow still held the attention of "Russian corrupt bureaucrats," Ilya Shumanov, the deputy head of Transparency International, added. Those who could still travel came during the winter and conducted deals at restaurants in the Bal Harbor mall before returning home to conduct business again, Nemstova wrote.

Brokers also recently told Wilner that Russian purchases have dwindled in the past few years, but said that could change with new developments like the Bentley Tower and the St. Regis Sunny Isles.

Now, Russian elites in the area are worried new sanctions stemming from the Russia-Ukraine conflict could prevent them from buying real estate.

President Joe Biden issued sanctions last week targeting Russia's elite and their families and restricting the Kremlin's ability to access Western financial institutions.

"We are extending the reach of US sanctions to prevent the elites close to Putin from using their kids to hide assets, evade costs, and squander the resources of the Russian people," a National Security Council official told Wilner. "This is a new approach."

While Little Moscow's elites are worried future sanctions will threaten their lifestyle, experts told Wilner the sanctions currently in place were unlikely to have a strong effect in South Florida. 

Anders Åslund, a Swedish economist and the author of "Russia's Crony Capitalism: The Path From Market Economy to Kleptocracy," doesn't think this will affect the Russian rich in the greater Miami region that Little Moscow is in. He told Wilner that the Miami Russians weren't powerful enough to feel the sanction burn.

As he put it, "These are comfortable people, rather than the top people."

Pleasantly surprised, service is good so is the food. Great selection of Fusion food, a mixture of Italian, Japanese, European, Asian etc. A pleasantly nice dining experience, highly recommended, a must try!

Best food, best view in Moscow. absolutely faultless from arrival to finish. Best risotto i had for many years absolutely perfectly cooked. The view on Ukrainian hotel and the white house by night is amazing

Had to wait for the food for 1.5 hours and then another 20 minutes for the check. Finally called for the manager and he offered... a 10% discount as a compensation. Simply pathetic! The food is mediocre at best. Not bad per se, but one... would expect something better considering the prices. There are many places to eat in area that are much better. Avoid this one at all costs. Food is very expensive,very pretentious, doesn't worth that money. Portions are very small. We ordered ravioli and there were 4! Four raviolis! For almost 15 euros. Then we asked to bring us dessert menu but nothing, they didn't even bothered, so we payed and left... without dessert. Very poor service for that price. More

This is a very good restaurant. The food is really good, maybe the best in Moscow. The service is also good. The view from the restaurant is great. The prices are very high.

I often visit this restaurant and must say it’s one of the best in Moscow in terms of quality and service. Staff really try hard to make sure that you are happy and satisfied. Customer service is a huge problem in Moscow but Chaika sets... a great example for others in the industry! Food is delicious and the menu has lots of options for everyone! Visited this lovely restaurant with a friend of mine. It was relaxingly warm August evening - so the place on the river seemed like a good idea. We came quite early and the restaurant was not full. The hostesses kindly offered several places to sit... and we chose to sit on the sofas. We had some wine, which was good. We struggled a bit when deciding about the food as few options (scallops) were not available. Fish on ice on display did not look very fresh. To be honest it was an unusually hot August and it is probably understandable that some see food options were not available. However, we did manage to order something and sat waiting and looking onto the river. My long-legged friend struggled sitting at the low sofa and the manager noticed that, offering as a very good, proper table beside the open window. It was nice touch and I was very pleased by their polite observations and immediate reaction to solve the problem. Food was quite good and presentation was perfect. Perhaps I can something about the food, but 1 visit is not enough to criticize or make a definitive opinion. Overall, quality place, which of course, does not come cheap. I would recommend this restaurant without hesitation. More

The Global Order Book 2021, the ranking published each year by highly reputed UK magazine Boat International to report on industry trends for yachts over 24 metres in length, based on actual order data, has recognised Azimut|Benetti Group as the world’s top super yacht builder, with 100 projects over 80 feet totalling 3,521 metres in length.

The Outdated Tests Far Too Many Schools Still Use to Judge a Kid’s Ability

The damage done can be difficult to reverse..

Even before her son started kindergarten, Ashley Meier Barlow realized that she might have to fight for his education. Her son has Down syndrome; when he was in prekindergarten, school officials in Fort Thomas, Kentucky, told Barlow that he wouldn’t be going to the neighborhood school, with some special education accommodations, as she had assumed.

Instead, the educators told Barlow that they wanted her son to attend a classroom across town meant for children who are profoundly impacted by their disabilities. Barlow immediately resisted because she knew the curriculum would likely focus on life skills, and her son might never be taught much reading beyond learning the shape of common, functional words like stop and exit . “I think about it 10 years later and it still makes me want to cry,” said Barlow. “They had no confidence that they would be able to teach him.”

Driving the recommendation, Barlow knew, was her son’s low cognitive scores. “If [schools] have an IQ that suggests a child’s cognitive ability is significantly less than average, they will rely on it every time,” said Barlow, who now handles special education cases in her work as an attorney. To get her son even modified access to the regular kindergarten curriculum, Barlow would need to show that his potential to learn exceeded his test scores.

For generations, intelligence tests have played an outsize role in America, helping at times to control who can join the military and at what rank, who can enroll in the nation’s most elite private schools, and even who can be executed under federal law. They have also played a large role in America’s public schools, helping to determine from the earliest grades who can access extra help and accelerated learning and who can reap the benefits of high expectations.

After the passage of the Education for All Handicapped Children Act of 1975, schools suddenly found themselves required to label and serve children with a variety of special needs—including learning disabilities and what was then called mental retardation—without enough tools beyond testing to guide them.

IQ tests’ centrality in many schools is now slowly starting to ebb after decades of research showing their potential for racial and class bias, among other issues. IQ scores can also change significantly over time and have proven particularly unreliable for young children. As a result, more states and school districts have adopted policies and practices that downplay the role of intelligence testing in special education evaluations.

Yet the change isn’t happening fast enough for many parents and researchers who say the tests remain deeply ingrained in the work of school psychologists, in particular, and that they are still regularly misused to gauge young children’s potential and assess whether they are “worthy” of extra help or investment.

“Cognitive testing is kind of the bread and butter of [school] psychologists,” said Tiffany Hogan, a professor and director of the Speech and Language Literacy Lab at the MGH Institute of Health Professions in Boston. “Casting doubts on the use of it is casting doubts on the entire field.”

About a year ago, my daughter, then 5, took an intelligence test as part of a standard education evaluation process. When I looked at the subtest results, a lot of it seemed predictable. My daughter performed especially well in the parts of the verbal section that measure general knowledge (a 5-year-old might be asked the opposite direction from north, for instance). That made sense because we talk constantly about the world around us. Her scores were lower in the portions of the test focused on visual and spatial patterning. That, too, tracked in a family that hates puzzles.

My (fortunately) low-stakes experience speaks to the long-standing criticism that intelligence tests measure a child’s exposure and early education opportunities, especially for white, middle- and upper-class language and experiences, rather than “innate” intelligence. When the tests became common in public schools in the 1970s and ’80s, the goal was they would assess children’s potential, while achievement tests would show how much progress they had made learning grade-level skills. This distinction was codified through a method of evaluating for learning disabilities called the “discrepancy model,” included in 1977 federal guidelines. This model, which I reported on in an article last year for the Hechinger Report and Scientific American, requires a significant “discrepancy” between a child’s IQ and achievement to establish a learning disability, making it hard for children with lower IQs to qualify.

School psychologists “had very few tools in the beginning,” said Mary Zortman Cohen, who retired last June after working for 34 years as a school psychologist in Boston, “so cognitive testing took on an outsize role in special education.”

At the same time, intelligence tests faced some legal challenges. In the late 1960s, San Francisco school educators labeled a young Black boy named Darryl Lester as mentally retarded (what we now call intellectually disabled) after an IQ test. Without fully informing his mother, the school district pulled him out of the regular education program and assigned him to classes focused on life skills. Years later, he recounted in a story published by KQED, San Francisco’s public radio station, that his school days were dominated by recess and field trips.

In the early 1970s, Lester, known in court documents as Larry P., became the lead plaintiff in a California lawsuit alleging that IQ tests discriminated against Black students and were too often used to label them “educable mentally retarded” and remove them from traditional classes. In Lester’s case, he struggled to learn to read but never got appropriate help.

Lester and the other plaintiffs won their case. In the late 1970s, a judge ruled that IQ tests could not be used to determine special education eligibility for Black students. Despite the victory, Lester was never taught to read, according to the KQED update.

The California case had a big impact on the state with the largest public-school enrollment but was an anomaly nationally. Even as California enacted the ban, IQ tests became central across the country to the relatively young and rapidly expanding field of school psychology. To this day, some schools, like Lester’s, withhold access to sufficient academic instruction for many children with low IQs, said Kentucky parent and lawyer Barlow. “It even happens in preschool, this withholding of academic supports.”

In many places, IQ scores have historically been embedded into the definitions of two disability types: intellectual disability (where an IQ score below the low 70s often plays a large role in qualifying a child for the designation) and specific learning disability, such as dyslexia or dyscalculia (where until the early aughts the federal government told states to use the IQ discrepancy model for diagnosis).

Yet cognitive testing is not limited to learning and intellectual disabilities; it is often part of the process for determining a wide range of disabilities, sometimes needlessly so. Children suspected of attention deficit hyperactivity disorder, autism, and emotional and behavioral issues frequently get these tests, and the tests are a standard part of the protocol in many districts whenever a family or school outsider requests a special education evaluation for any reason. “I think what it boils down to is needing something to disqualify kids from services, and this pervasive view that it represents a child’s potential,” said Hogan, the Boston speech and literacy professor. She believes that cognitive testing can provide useful context on a child’s strengths and weaknesses but should never be relied on too heavily to diagnose, or fail to diagnose, a student.

In his 1981 book, The Mismeasure of Man , biologist Stephen Jay Gould famously assailed the validity and influence of IQ testing, bringing news of this developing critique to a broader audience. Contrary to the beliefs of some of the original creators and backers of IQ tests, Gould disagreed with the idea that the tests could be used to rank or assign value to people. And he pointed out the racism and subjectivity embedded in both the tests and how they were being used to perpetuate societal power structures . The publication of his book coincided with that of other research showing that IQ tests can be biased against Black or low-income students, as well as many others, because they contain language and content that is more familiar to white middle- and upper-income students.

In the years after The Mismeasure of Man came out, a growing number of education researchers and scientists also began to question the validity and importance of IQ tests in diagnosing learning disabilities. The critiques prompted the federal government to change course in 2004, as part of reauthorizing the Individuals with Disabilities Education Act, strongly recommending that states consider alternatives to looking at the gap between intelligence and achievement scores when determining if a child has a learning disability.

So why does intelligence testing remain so pervasive?

“There’s a science-to-practice lag that can take many years,” said Cohen, the retired school psychologist. “It takes a long time to infiltrate large, bureaucratic school systems.”

School psychologists say procedures are changing, albeit slowly and inconsistently. Change has been possible in part because of the spread of an evaluation method known as “response to intervention” that looks at how children respond to different teaching strategies before making a call as to whether they have a disability.

School psychologist Regina Boland said that in her first job in Nebraska she was forced to rely on the IQ discrepancy model to determine if a child had a learning disability (that district now uses a different approach). “There’s general agreement that it is the least valid method,” she said. “There are some kids who don’t get services under that model who definitely deserve and need support.”

Since moving to Illinois, a state that uses response to intervention as its main method, Boland has a lot more latitude in when to use cognitive tests in the process of determining whether a child has a disability and what help they need.

Under response to intervention, “a lot more is in the control of the school psychologist,” she said. “It’s not perfect, but it’s far better than what we’ve done in the past.”

While Boland believes that “the usefulness of IQ tests is overrated by some teachers,” she wouldn’t want to see them disappear entirely; she uses some form of cognitive testing in about 60 to 70 percent of her initial evaluations.

“I find it useful when kids who are lower-functioning and may have intellectual disabilities come across as defiant and disrespectful, when really it’s a matter of them not understanding the information,” she said. “An IQ test can look beyond assumptions and capture abilities that are not assessed in the classroom.”

Not every intelligence test is created equal. Recent decades have seen a growth in cognitive tests that have the goal of minimizing some of the race and class bias that plagued their predecessors.

Boland said she’s selective about which cognitive tests she uses. She avoids the Wechsler Intelligence Scale for Children, a commonly used test. She finds it loaded with language that’s more familiar to middle-class white children and to have an overall bias “against cultural and linguistic minorities.” Research studies have critiqued the test in the past for including questions such as: “Who was Charles Darwin?” and “What is the capital of Greece?”

“I might use the Weschler if it’s a middle-class white kid,” she said. Fortunately, Boland added, there are more options than ever for cognitive tests that are “less language-loaded.”

Jack Naglieri, an emeritus professor at George Mason University and a creator of some of those alternative tests, including the Cognitive Assessment System, said he noticed decades ago how blurry the distinction was between achievement tests and intelligence tests. Both, he said, test a child’s accrued knowledge, not innate capacity.

His tests try to measure “thinking rather than knowledge,” as he puts it.

As an example, his tests would attempt to assess a child’s ability to see patterns in a series of visual shapes while a traditional IQ test might require a child to show vocabulary and numeracy knowledge to answer a comparable question. “The field is mired in the past, in 100-year-old technology that people think is good because it’s been used for so long,” he said, “not because it really works.”

Educators and school psychologists need to rely less on intelligence tests, use them more wisely in some instances, and ensure that they are choosing the least biased tests. But they cannot bear this responsibility alone. States and school districts play an enormous role in setting the parameters under which school psychologists must operate. Some district and state officials have denied children access to special education services by setting limits on how many children qualify—with cognitive testing at times playing a problematic role as gatekeeper. Boland, the school psychologist, for example, had more freedom to exercise her professional judgment when she moved to a state that didn’t mandate a heavy reliance on intelligence testing in diagnosing certain disabilities.

Training programs for school psychologists also must change, at least those that still include outdated materials or simplistic guidance on cognitive testing. “Strict cognitive testing is a poor way of addressing the pieces of the puzzle for any one kid,” said Cohen. “It takes a lot of good training to understand how to do this well.”

In addition to systemic and policy changes, we also need a shift in mindset. Embedded in too many schools’ practice and policy, to this day, is the idea that an intelligence-test score can somehow measure human potential. It does not. At their best, these tests provide a snapshot in time of a child’s cognitive strengths and weaknesses. But it is fundamentally unjust to deploy them in ways that conflate a score with a capacity for learning, and exclude children from full participation in that learning process by denying them access to an academic curriculum, or extra help learning to read. To continue to do so implicitly upholds the wild, ill-informed dreams of IQ exams’ 19 th - and early-20 th -century creators, many of them eugenicists who believed civilization would advance only upon social and educational exclusion and segregation determined by untested tests.

For nine months, Kentucky parent Barlow despaired that her son might fall victim to this kind of exclusion. She considered filing a legal complaint against the district, attended meeting after meeting, and reached out to national and local parent advocates alike—all to no avail. Then, a friend of hers was appointed principal of the neighborhood school—shortly before her son was scheduled to start kindergarten. The district relented, agreeing to let him attend the school.

Today he’s in seventh grade and receives regular instruction with his peers in math, English, science, and social studies, with modifications. Barlow said he has made tremendous gains in areas including health, math, and reading. His learning enriches his life on a daily basis. It would not have been possible without exposure to a mainstream curriculum and peers, Barlow said.

“To see the bright lights go off when he is able to read the title of a TV show or the name of a song or the food he wants to eat on a menu—it’s like the angels are singing,” she said. “He can access the world because he can read.”

What We Know About ISIS-K, the Group That Has Been Linked to the Moscow Attack

The Islamic State affiliate has been a major threat to the Taliban’s ability to govern Afghanistan.

The group that has been linked to the deadly terrorist attack in Moscow on Friday is the Islamic State affiliate in Afghanistan called Islamic State Khorasan Province, or ISIS-K.

ISIS-K was founded in 2015 by disaffected members of the Pakistani Taliban, who then embraced a more violent version of Islam. The group saw its ranks cut roughly in half, to about 1,500 to 2,000 fighters, by 2021 from a combination of American airstrikes and Afghan commando raids that killed many of its leaders.

The group got a dramatic second wind soon after the Taliban toppled the Afghan government that year. During the U.S. military withdrawal from the country, ISIS-K carried out a suicide bombing at the international airport in Kabul in August 2021 that killed 13 U.S. troops and as many as 170 civilians.

The attack raised ISIS-K’s international profile, positioning it as a major threat to the Taliban’s ability to govern.

Since then, the Taliban have been fighting pitched battles against ISIS-K in Afghanistan. So far, the Taliban’s security services have prevented the group from seizing territory or recruiting large numbers of former Taliban fighters bored in peacetime — among the worst-case scenarios laid out after Afghanistan’s Western-backed government collapsed.

President Biden and his top commanders have said the United States would carry out “over-the-horizon” strikes from a base in the Persian Gulf against ISIS and Qaeda insurgents who threaten the United States and its interests overseas.

Indeed, Gen. Michael E. Kurilla, the head of the military’s Central Command, told a House committee on Thursday that ISIS-K “retains the capability and the will to attack U.S. and Western interests abroad in as little as six months with little to no warning.”

ISIS is clearly seeking to project its external operations well beyond its home turf. Counterterrorism officials in Europe say that in recent months they have snuffed out several nascent ISIS-K plots to attack targets there.

In a post on its official Telegram account in January, ISIS-K said it was behind a bombing attack that killed 84 people in Kerman, Iran, during a memorial procession for Maj. Gen. Qassim Suleimani , a revered Iranian commander who was killed in an American drone strike in 2020.

ISIS-K, which has repeatedly threatened Iran over what it says is its polytheism and apostasy, has claimed responsibility for several previous attacks there.

Now, the Islamic State has claimed responsibility for the concert hall attack in Moscow, and U.S. officials connected it specifically to ISIS-K.

“ISIS-K has been fixated on Russia for the past two years” and frequently criticizes President Vladimir V. Putin in its propaganda, said Colin P. Clarke, a counterterrorism analyst at the Soufan Group, a security consulting firm based in New York. “ISIS-K accuses the Kremlin of having Muslim blood in its hands, referencing Moscow’s interventions in Afghanistan, Chechnya and Syria.”
