The Power Boat Level II is an essential course for deck crew working in the superyacht industry. It is also advisable for steward/stewardesses, and engineers to hold a powerboat license. This two-day entry-level course provides the skills and background knowledge needed to drive a powerboat in a safe and effective manner. The powerboat level II is a requirement for crew wishing to drive a superyacht tender up to 10m.

Course Breakdown

The majority of the course is practical with a short theory classroom session. The theory learning will continue during the practical training and assessment. The powerboat level II usually takes two days to complete, weather permitting. The topics covered are as follows:

Powerboat Level 2 Certificate Outcome:

Apart from providing a strong base upon which powerboat handling skills can be built, the powerboat level 2 course is the basis for the ICC (International certificate of competence). A commercially endorsed power boat level II certificate can be used to transport guests and passengers, in tenders up to 10m in length.

The RYA Powerboat level II certificate does not have an expiry date.

RYA Level 2 Powerboat Training

For those who want to learn how to drive a fast motor boat up to 10 meters.

Rib School Scheveningen is located at the beach of The Hague, 40 kilometers south of Amsterdam Schiphol Airport with a direct public transport connection.

The RYA Powerboat Level 2 course lasts 2 days and has been developed for people who want to learn how to independently drive a fast motor boat up to 10 meters. We teach at least 2 and at most 3 people at the same time. We provide our internationally recognised boating courses on our Rib Humber Ocean Pro (8m) and on our Rib Tornado (8.5m) both with a 300 HP Yamaha engine.

  • WHAT TO BRING?

RYA Level 2 Powerboat training

The course offers the practical skills and theoretical knowledge needed to drive safely with a fast motorboat. You do not need a (Dutch) boat license or practical experience to start this course. The vast majority of the students obtain their certificate in 2 days. In exceptional cases it may turn out that someone will still need an extra course day. If this is the case we will inform the student at the end of the first day.

The RYA Power boating course is internationally recognised and is mandatory for renting a fast motorboat abroad. Furthermore, it is also a required diploma for future deckhands, employees on superyachts / tenders and cruise ships, expats and at the request of insurance companies. Experienced boat owners, who want to learn to master the navigation techniques, also reserve this practical boating course at RIB School Scheveningen. And also because it’s just very educational and fun!

For Dutch passport holders, the powerboat certificate is not a valid document in the Netherlands. According to the law, a Dutch national must be in possession of the Dutch boat license (vaarbewijs), which is completely theoretical.

We strive to teach a maximum of 2 – 3 people at the same time in order to give optimal attention. You are alternately skipper and co-skipper. The course is pretty intensive. This allows you to progress quickly and to learn from each other.

When is our next course?

We do not have fixed training dates, but rather agree on a date in consultation with each other. Please register on the form and let us know in which time period you would like to do the training. We organise a course nearly every week between March and October and it is usually possible to make a reservation at the Rib School Scheveningen in the short term. We have 7 instructors and 4 training boats.

How to obtain your International Boat license for the Netherlands? Book a Cevni Test:

For some foreigners it is possible to apply for an ICC (International Certificate of Competence) after successfully obtaining the Powerboat Level 2 certificate and the Cevni test. It depends on your nationality whether the RYA can issue an ICC.   Please check the following website of the RYA if your nationality is on the list:

We are a RYA recognised training centre for the online Cevni test. (CEVNI stands for “Code Europeen des Voies de la Navigation Interieure, which is the code governing navigation on the interconnected European inland waterways.) Recommended reading to prepare for the Cevni Test: (RYA Book, G17, £10,49)

After successfully passing the RYA Level 2 and the Cevni test you may apply for the ICC. The costs for the ICC are GBP 45, – and can be paid directly to the RYA with your credit card details on the ICC application form and you will receive the ICC within 3 weeks.

Costs RYA Powerboat training

The costs for the RYA Level 2 powerboat course (2 days) are € 750, – p.p.

The Cevni test is mandatory for some nationals in order to obtain their ICC. (International Certificate of Competence). The costs are € 75,- p.p. Check the RYA list of nationals to see if your country is on the list and if you may apply for the ICC.

After successfully passing the RYA Level 2 and the Cevni test you may apply for the ICC. The costs for the ICC are GBP 45, – and can be paid directly to the RYA with your credit card details on the ICC application form and you will receive the ICC within 3 weeks..

RYA Level 2 Powerboat Handling

RYA powerboat courses are primarily for those using small powered craft such as RIBs, dories and sportsboats that don't generally undertake long or offshore passages.

The types of commercial craft requiring this level certification are typically: charter fishing boats, small passenger launches, thrill ride operators, harbour patrol launches, construction site safety boats etc.

If you will be using larger boats with accommodation and the capacity to cruise or work further offshore you are likely to need a certificate within the motor cruising programme such as Day Skipper, Coastal Skipper or Yachtmaster Offshore.

If you need a Level 2 Powerboat Handling certificate in order to work on a commercial craft subject to the MCA's codes of practice, you will need to get it commercially endorsed . You can then work on commercial vessels up to 24m in length, operating in category 6 waters - that is up to 3 miles from a nominated departure point in fine weather and daylight hours.

RYA Powerboat Level 2

The Royal Yachting Association National Powerboat Certificate (Level II) is a two-day entry-level course and is recognised by the UK MCA as a certificate of competency for the operation of small powerboats. It is ideal for those seeking a qualification to operate yacht tenders. It will enhance your chances of gaining work on a yacht if you have obtained this certificate. It is recognised by most European administrations for the operation of small craft under 10m.

• Basic collision avoidance regulations 

• Basic navigation 

• Actions in emergencies 

• Safety equipment. Boat handling skills, including: 

• Berthing alongside 

• Turning in a confined space 

• Man-overboard drills.

RYA Powerboat Handling (level 2)

A formal course to develop you as a self-sufficient powerboater in the right conditions, aware of own limitations and those of craft. The course takes 2 days and includes coastal theory and preparation for anyone who will be powerboating on the sea and for those wanting to apply for an ICC. Candidates do not require a Level 1 certificate to attend a Level 2 course.

RYA Level 2 Powerboating

The RYA Level 2 Powerboating Course is ran over two days and provides a level of training that is ideal for anyone from the casual weekend user through to some commercial users. You will be taught launching and recovery, use and care of safety equipment, basic knots, fast and slow speed boat handling, use of trim, towing, man overboard, anchoring and securing to a buoy. You will also learn some basic navigation and the factors that need to be taken into account when planning your trip. This course will also enable you to apply for the ICC (International Certificate of Competence). This qualification is required by most European countries to validate your competence to own or charter a boat. The ICC obtained by presenting your Powerboat Level 2 certificate will cover powerboats up to 10 metres in length.

Powerboat Level 2 course is aimed at students without any previous knowledge and experience on powerboats.

Course Content

The course provides two days of practical training in boat handling and safety in powerboats. The course covers everyday boat handling and the use of safety equipment, securing to a buoy, anchoring, planing speed manoeuvres, collision regulations, leaving and coming alongside, and man overboard recovery drills.  

The 2 days will be predominantly practical and on the water with only minimal sessions ashore .  During the shore sessions we will cover some essential navigation points and the basic portions of the International Regulations for Preventing Collisions at Sea.

There is no exam during the course, rather it is a continuous learning and evaluative experience during these days with your instructor.

Students who successfully complete the RYA Powerboat Level 1 or RYA Powerboat Level 2 course are awarded the appropriate RYA course completion certificate. This course will also enable you to apply for the ICC (International Certificate of Competence).  

Please note that it is mandatory by law to have a license to drive a pleasure craft in Antigua and Barbuda.

RYA Powerboat Level 2 Course provides the skills and background knowledge needed by the competent powerboat driver and is the basis of the International Certificate of Competence. It aims to teach boat handling and seamanship in powerboats. It focuses on low-speed close quarters handling, man overboard recovery, an introduction to driving at planing speed, and collision regulations. This course is held over two 8 hour days.

RYA Powerboat Level 2 (PB 2)

First coming course is in 2024, courses already scheduled for 2023. To prevent disappointment book early . There are limited course dates available. 2021, 2021 and 2023 almost all courses were fully booked.

A 2-day course  starting at 09.00 until approximately 17.00 on a 7 meter XS RIB with a 200 horsepower engine. Location; Ambachtsweg 59, 1271 AL Huizen, office nr 5 (with a lovely view over the harbour and the old chalk ovens) at Watersport Centrum Huizen, inland waters (25 minutes by car from Amsterdam)

Language =Englisch

A maximum of 3 students  (and 1 certified instructor), minimum age 18 years (as stipulated by Dutch Law for boats who can run over 20 KM an hour)

The course is aimed  at providing you theoretical knowledge and lots of practical training during daylight in favourable weather safely using a powerboat. The aim is to be in the boat on the water for 70% (or more) of the duration of the course. It is the most popular practical course provided.

The PB 2 certificate is generally seen as a requirement for working on super yachts  (as well is often the RYA Short Range certificate and RYA First Aid certificate).

(this is not a course intended to learn to become a racing driver on a powerboat, then you need to look for another company/course)

On day 1 we are in and in the vicinity of Huizen harbour, learning the skills for safely manoeuvring and handling the boat. If this goes as required on day 2 we will make a trip.

Students are requested to make a small  passage plan for day 2 in the evening of day 1 at home, each for 1 part of the trip mentioned below. All have to make a safety brief (if you already want to read about take a look at this website (full of useful information)  SafeSkipper.

We start in Huizen harbour and go to Almere harbour. From there we will go to the fast speed boating lane, doing some boating in planing speed. From there we will be going to Naarden Harbour and we will be getting fuel and having lunch on board. Then via the island ” Schelp”  (using depth meeter for navigation) back to Huizen harbour. During the trip we will be doing all practical skills learned, like manoeuvring, turning in confined spaces, boating in planing speed, coming alongside,  navigation, MOB (Billy) exercises,  rules of the road, etc. So everyone will gain a lot of useful real experience.  As result of this trip we will be having lunch on board on day 2.

No prior experience  is required, this course suits starters as well as a those who wants to be more prepared to use a powerboat.

At home before the course.  You are requested to read the book you will receive, learn some knots (there are some videos available on youtube accessible via the page  FAQ ), look at video’s regarding flares and lifejackets, this will safe some time which we then can spend on the water!  You can also find a lot of useful and interesting information ons the page   downloads .   • f you use a banktransfer as payment from a non dutch bank account payment must be completed  directly.  Any later date for payment completion and your booking will be rejected.  Unfortunately some bad experiences in the past.

The course dates are guaranteed  independent of the number of enrolments (that is our risk, not yours), only unsafe weather can lead to planning a new date (rain does not influence the course).

1) to be 18 or older (Dutch legal retirement for fast boats)

2) hold a valid health insurance

If the course is passed successfully a UK RYA PB 2 certification for Powerboats < 10 meter is issued (valid for inland and coastal waters). This is often a requirement for boat rental in many countries.

ICC from the RYA

For driving a fast boat (can go faster then 20 KM an hour) in The Netherlands on inland waters you require an ICC (International Certificate of Competence). You need to be 18 years or older (Dutch law) . There are equipments requirements as well for fast boats (kill cord, lifejackets, fire extinguisher 2 kg) , please check the download equipment on boat document.

In order to request an ICC issued by the RYA (valid for 5 years), for powerboats up to 10 meters) you need to check your nationality first and check if you comply to the all the RYA  requirements. Check the RYA website for latest information. For example,  you have to provide sufficient evidence of your identity and nationality,  look at part 2 and 3 of the ICC application form. It is your legal responsibility to check the latest and complete information on the RYA regarding ICC issuing, Safe Haven Training can not make judgements about legal address, nationality etc, only you can. Safe Haven Training is not the RYA head office, so we can not speak on behalf of the RYA. Invest the time to prevent disappointments, please check via the link the RYA website (it is complete and very informative).

Nationalities like British, Italian, US, Swedish , Greek, French, Italian, Maltese, Taiwanese  for example are possible if you comply to all RYA requirements.

The below mentioned nationalities do NOT comply (list is subject to change)! If your nationality is in the list below the RYA can NOT issue an ICC. If you have a double nationality 1 of them should not be on the list below.

Austria, Belarus, Belgium, Bulgaria, Croatia, Czechia, Finland, Germany, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Romania, Serbia, Slovakia, Switzerland and Ukraine. This RYA list (correct at 01/10/2020) is subject to change, check via the link the RYA website . (Look at ICC note 2 on the page of the link).

If you comply to the requirements the route for an ICC (valid 5 years) power for boats up to 10 meter of lenght is

  • PB 2 certificate (by completing this course successfully)

For inland waters please also read the CEVNI page .

An RYA issued ICC without CEVNI is not valid for inland waters in The Netherlands!! For  Dutch fast boats (means if the boat CAN go faster than 20 KM an hour) you are required to be 18 years or older.

Also you have to comply certain mandatory equipment on fast boats. You can find more information on the website (in English, or Dutch or German) of Varendoejesamen

We receive a lot of questions from a many nationalities, if you ask a question regarding ICC per email please first read the RYA website , mention in your email: Nationality (or if you have 2 mention both), age, boating in the inland waters  or coastal, can the/your boat go faster then 20 km an hour, what is the length of your boat in meters (exactly).

RYA Powerboat Level 2 course is a great and easy start in maritime navigation. It teaches the basic skills of powerboat handling and safety. The PB2 license allows crew members drive superyacht tenders and advance their career at sea. The course is highly recommended for both deckhands and stewards/stewardesses entering the superyacht industry.

We recommend you take the  RYA Essential Navigation and Seamanship  online course before attending Powerboat Level 2 training. 

The RYA Powerboat Level 2 is a two-day comprehensive course that we run in the picturesque area of Golfe-Juan, next to Antibes in the South of France. The course has both theoretical and practical aspects to it and covers all aspects of power boating, boat handling, safety and pilotage.

The practical training for this course is carried out on the 6.5m Capelli tender. 

The RYA Powerboat Level Two certificates are recognized by the UK  Coastguard and are used as a Tender License on board larger yachts.

In winter, make sure to keep your feet warm with deck shoes. In summer, you are welcome to come barefoot. The RYA Start Powerboating handbook should be read befor joining the class. We advise you to look up online  useful knots . . All the knots you need to learn are mentioned in the hand book.

The RYA Powerboat Level 2 is a valuable qualification for those looking to secure a job on a superyacht. Course structure:

The RYA Power Boat level I and II course is operated by our partners OceanWave Monaco, an RYA reconised training center.

This RYA Level 2 Powerboat Handling course provides the skills and background knowledge needed by the competent powerboat driver. It teaches boat handling and seamanship in powerboats and focuses on low-speed close quarters handling, man overboard recovery, an introduction to driving at planing speed and collision regulations.

While not an obligatory requirement, it has now become industry standard for yacht crew to obtain the powerboat Level 2.

The RYA Powerboat Level 2 Course is a two-day entry level course, recognised by the UK MCA as a certificate of competency for the operation of small powerboats   and it is recognised  by most European administrations for the operation of small craft under 10m.

The certificate issued will be endorsed to show the type of boat in which the training took place.

This qualification also allows successful candidates to apply for the International Certificate of Competence (ICC).

The RYA Powerboat Level 2 course is designed for anyone who wants to start their exciting and adventurous powerboat journey the right way!

With little or no prior knowledge of being on a RIB, the two-day RYA Powerboat Level 2 course will give you the building blocks you need to start your journey.

With training from qualified RYA instructors on board our boat, this 2 day beginner / novice friendly course runs all year round at our RYA Training Centre with immediate access to the open water of the Solent

What we cover on the course:

This course is perfect for when you go on holiday and hire a small powerboat to nip from port to port, or explore those secluded beaches and bays in those hot climates.

This course teaches the basics of boat handling, safety and navigation, and skills at planing speed.

The Powerboat Level 2 course gives you a comprehensive grounding and a good skill-set that will put you in good stead to skipper a powerboat on your next boating trip.

Our RYA Powerboat Level 2 courses have a ratio of three students to one Instructor.

During the course you will cover:

The powerboat level 2 handling course not only teaches students the skills and foundational knowledge necessary to operate a powerboat competently, but it also serves as the foundation for the International Certificate of Competence (ICC) your international powerboat licence.

The RYA Powerboat Level 2 Syllabus is delivered mainly out on Southampton Water with some topics presented in a classroom setting with a student-to-instructor ratio of three attendees to one instructor, and it covers the topics listed below:

Coastal endorsement ~ As we are a coastal based school, we are able to award powerboat licences with a coastal endorsement with all our courses being held at Ocean Village Marina, Southampton SO14 3XB UK (near Shamrock Quay Marina & Ocean Quay Marina) and in the Solent area.

Why choose the Powerboat Level 2 course?

The qualification known as “Powerboat Level 2” is also often referred to as “Powerboat Handling Level 2.” Those who have obtained their Powerboat Level 2 certification are eligible to submit an application to the RYA for their Powerboat ICC ( International Certificate of Competence ), which is valid for boats up to 10 metres in length.

The RYA Power Boat Level 2 course is the gold standard of powerboat education, and its length of two days allows students ample time in both hands-on powerboat instruction and theoretical navigational study. The purpose of a powerboat level 2 course is to instil the necessary skills for operating and operating a powerboat safely. While the course content may seem comparable to that of Powerboat Level 1 at first look, the additional time allows for a far more in-depth examination of each topic, greatly increasing the student’s potential for organisational learning.

What does the course involve?

Theory time will be spent learning about different types of boats and their advantages and disadvantages, different types of engines and drives, how to use power tilt and trim tabs, how to perform safety checks, how to stay afloat, how to recognise other boaters, how to apply the collision regulations (IRPCS), how to comply with local ordinances, how to tow and be towed, how to communicate in an emergency, how to send and receive distress signals, how to prevent fires, and how to fight fires.

The first day of the training focuses on honing your skills in handling the vessel in tight quarters, while the second day teaches navigation and gives you plenty of practise time to put your newfound knowledge to use.

Our second day of training focuses on navigational basics including reading maps, calculating tides, identifying buoys, and navigating with a compass. We next put our newly acquired knowledge to use by creating a brief pilotage plan and carrying it out.

If you choose, you can apply for your ICC from the RYA once you have attained the level at which we can grant the Level 2 certificate. Your ICC is free if you are a member of the RYA; otherwise, it costs about £50 per person. Coincidentally, joining the RYA costs nearly the same, so we normally recommend joining first to receive the ICC for free. The Level 2 certificate can occasionally be obtained without completing the entire course. This process, called Direct Assessment, takes a half-day to one day. (Let us know if you interested in pursuing Level 2 in this manner.)

What is covered in the course?

This powerboat course teaches you the basics of handling a powerboat including safety and navigation. It essentially provides you with the skills you need to charter a powerboat on your next trip away or abroad.

When you take the PB2 course with Duck-2-Water, qualified RYA instructors will provide training on a modern and fully-equipped powerboat. Your instructor will cover the following topics with you during your 2 days with him or her:

The  RYA theory  element of the Powerboat Training Level 2 course will cover the types of craft and their respective advantages and disadvantages, engines and drives, use of power tilt and trim tabs, safety checks, personal buoyancy, awareness of other water users, application of the collision regulations (IRPCS), local bylaws, towing and being towed, communication with other craft, emergency action, distress signals, fire precautions and fire fighting, and rope work.

Depending on how an individual powerboat instructor structures the course, the second day may involve a practical assessment of boat handling capability. This will involve undertaking manoeuvres learnt earlier in the course. This test can be taken on its own without undertaking the Level two course. This is known as Direct Assessment and can lead to the award of a powerboat level two certificate.

A further consideration when attending a powerboat level two course is where you take it. Coastal based schools award certificates with a coastal endorsement. This means that the student has learnt in conditions where tides and currents must be considered. Generally speaking, if you intend using your boat in coastal waters ensure that you undertake a level 2 course with a powerboat coastal school.

What are the level 2 course requirements

You do not need to have attended a Powerboat Level 1 Course in order to do this course. If you have already attended a  Powerboat Level 1  course you will find that a benefit, however, no prior boating experience or  powerboat training  is necessary or essential if you want to take the course, and it is open to anyone over the age of 12.

The RYA Powerboat Level 2 ICC Course suits both those with extensive boat handling experience and those who have never stepped onto a boat before.

A further consideration when attending the RYA Powerboat Level 2 ICC Course is where you take it

We are allowed to give certificates with a coastal endorsement because our school is located on the coast, and all of our classes are hosted at Ocean Village Marina, Southampton SO14 3XB UK (near Shamrock Quay Marina & Ocean Quay Marina), as well as other locations throughout the Solent region.

No, the Powerboat level 2 license does not expire . However, if you have not handled a powerboat or RIB for some time then we also offer refresher sessions or mile building experience days. These PB2 refresher days are also a fantastic way to build on your skills should you not have access to a RIB or powerboat having completed your powerboat training.

The RYA Powerboat Level 2 Course is a two-day entry level course, recognised by the UK MCA as a certificate of competency for the operation of small powerboats and also recognised by most European administrations for the operation of small craft under 10m.

The course teaches   boat handling and seamanship in powerboats. This course is ideal for those seeking a qualification to operate yacht tenders as well as those wanting to learn to use a powerboat for leisure purposes.

Course Location​

This predominantly practical training takes place for the most part on the water, with only minimal sessions ashore.  The course is made up of continuous learning and assessment across the two days and does not require candidates to undertake a final exam.
