This is the main going first combo (if you can't do this go for Redoer or Bagooska): Get to Force Strix: Dynatherium/Curtain Raiser + Normal Summon. Regulator resolving. Winder searching Startup with other Time Thief in Hand. The more consistent you make your deck, the more often you can get to this combo.
You need 3 Phantom Knights of Shade Brigandine, no compromises. 2-3 Raidraptor Strangle Lanius or Kagetokage will help you flood the field. Astral Kuriboh may be worth considering. You definitely want 2 Called by the Grave. Handtraps murder your Time Thief Regulator.
Both Raidraptors and Time Thief doesn't really care about direct attacks (except for Blaze Falcon, which can already direck attack). Run Wise Strix. It's an absolute in Raidraptor decks. It can (1) summon a Raidraptor monster from your deck and (2) search any RUM and set it directly into the field.
