HE has been called the 'world's most elusive billionaire' and boasts a sprawling property empire that includes a £200million superyacht and the biggest private jet on the planet.

A racing mogul who owned arguably the most famous horse ever, he is a spiritual leader and made headlines for a divorce rumoured to have cost £50million.

Estimated to be worth up to £9.5billion himself, the Aga Khan lives a life even multi-millionaires can only dream of.

That vast wealth - much of which is used for philanthropic purposes - has also allowed him to indulge in, among many other things, his love of racing.

The owner of infamous racehorse Shergar - and Saturday's Coral-Eclipse favourite Vadeni - he is one of the world's most successful racing magnates and even splashed £2.2m on the restoration of what has been labelled 'the most luxurious stables ever built'.

Based in Chantilly in northern France, the yard was originally constructed by an 18th century French prince who believed he would be reincarnated as a horse.

That, as far as we know, never happened and the property fell into a state of disrepair before the Aga Khan stepped in.

Now, towering over the grounds is a jaw-dropping chateau, enough room in the stables for 250 horses and a sign welcoming the public to look around.

Truth be told though, spending more than £2m on this was a mere drop in the ocean compared to the £200m the 85-year-old is said to have spent on his superyacht.

Named The Alamshar after one of his horses, the vessel was commissioned in the 1990s with the objective of being the fastest in the world.

A stunning 174ft palace on the seas, the yacht was beset by 'challenging' construction issues and wasn't actually finished until 2014.

Even then it fell short of its target of being able to travel 70 knots (80mph), maxing out at 45 knots (51.7mph).

Those issues aside, the jaw-dropping yacht, which is powered by six gas turbine engines and 112 water jets, looks incredible out at sea.

According to manufacturer Bombardier, the Global 7500 has a 'luxurious interior with four true living spaces, a full-size kitchen and a dedicated crew suite'.

It has a range of 7,700 nautical miles, top speed of 710mph, is 111ft long and 104ft wide, including wings.

With properties all over the world that can come in handy when the Aga Khan, a leader to some 15million Ismaili Muslims, wants to jet off to the island he owns in the Bahamas.

Reportedly purchased for just over £73m in 2009, the 349-acre private retreat was once said to have had Hollywood stars Johnny Depp and Nicolas Cage as neighbours on their own nearby private islands too.

But despite the jets and yachts, it hasn't always been plain sailing.

On the left, Frankel, a colt of little introduction on the track as the undefeated champion of the UK racing scene and a stallion going places in the breeding fields. On the right, Zarkava, the Aga Khan's eight-start wonder mare who beat everything in her path on the way to Prix de l'Arc de Triomphe domination in 2008. She's since delivered the figure of Zarak, a Group 3 and Group 1 place-getter in native France.

Enter, two year-old filly Zarkamiya (Frankel x Zarkava). It really is a match made in horsey heaven.

It's rare for two track stars to join forces in the breeding barn, but it's almost unheard of to spot a foal with undefeated parentage. We've seen the failure of champions before, Lonhro and Makybe Diva come to mind, but a mix of unbeaten genes is a real moment to savour despite an incredible level of expectation.

Frankel defeated multiple future stallions on the track during his 14-start career, including Nathaniel, Excelebration, Canford Cliffs, Zoffany and coming this year, Farhh. He started at the mile, but raced up to 2000m by the time his career ended, with 10 G1 victories in total. Since his retirement his stallion career has begun with a bang, with his first-ever starter Cunco (trained by John Gosden) winning on debut at Newbury. It left many stunned as Frankel, technically, remained unbeaten.

His two-year-olds tasted G3 success in the UK last year and as three-year-olds they delivered his first Classic, with Soul Stirring saluting in the Japanese Oaks. Eminent and Cracksman ran respectively in the Epsom Derby last weekend, though the stallion's first taste of Victoria resulted only in a fourth on Wednesday at Ladbrokes Park with the Darren Weir-trained New Horizons.

Zarkava beat recognisable names in her short career, most notably putting paid to Goldikova on multiple occasions as well as Dar Re Mi and Duke Of Marmalade. She raced from the mile up to 2400m, with her turn of foot always marking her out as an incredibly special specimen. Jockey, Christophe Soumillon, gesticulated to the crowd following her Arc win as if to say 'take a good look, because this is the real deal.'

Aforementioned vanquished mares, Goldikova and Dar Re Mi, have both produced Group performers since retirement, with unbeaten G3 winner Terrakova and G1-placed So Mi Dar respectively. Her own star, Zarak, finished second to the extraordinary Almanzor in the G1 Prix du Jockey Club (French Derby) last year and filled the same spot in the G1 Prix Ganay this time around.

Although news on the expected debut of arguably the most perfectly-bred filly ever to race is unknown, she is in-training and will run for the Aga Khan. Her trainer, Alain de Royer-Dupre, was responsible for sending out the filly's famous mum and is known to Australian fans for having prepared 2010 Melbourne Cup winner Americain.

Zarkava is latest star from Aga Khan's endless line

On Sunday, Zarkava will put her unbeaten record on the line in attempting to become the Aga Khan's fourth winner of the Prix de l'Arc de Triomphe at Longchamp, recognised as the pinnacle of achievement for middle-distance horses in Europe.

The Aga has raced some pretty special fillies in his time, including Aliysa, whose disqualification from the 1989 Oaks led to the owner boycotting British racing for some four years, but Zarkava looks like the best of them all.

Her stunning display in the Prix Vermeille over the Arc course and distance two weeks ago was her sixth in succession, following her three-lengths win in the Prix de Diane (French Oaks) in June. Said not to have pleased her trainer, Alain de Royer-Dupré, in her last piece of work before the Vermeille, Zarkava showed that she is a little bit of a madam - or madame - by coming out of the stalls several lengths behind the others, briefly looking as though she would refuse to race. Those antics meant she had to come from last to first in the home straight, something that should not have been easy, even after a strong gallop. The way she swept down the outside was a joy to behold and it appears that her temperament is the main obstacle standing between her and victory next week.

As wide as his racing web stretches, it is not for horses that the Aga Khan is best known, for he is revered by around 20 million Ismaili Muslims spread over about 25 countries. Considered a direct descendant of the prophet Muhammed and their 49th Imam, or spiritual leader, his interpretations on matters of religion are adhered to by the Ismailis.

Many Ismailis pay a proportion of their income to the Aga, funding institutes such as the Aga Khan Development Network, which backs cultural, educational and humanitarian projects worldwide - a $1 billion grant for improved housing in northern Pakistan being one of this year's initiatives.

Not long after the Aga inherited his title from his grandfather - his playboy father Aly Khan was passed over for the succession as Imam - at the age of 20 in 1957, he was forced to take up his father and grandfather's racing and breeding interests as a result of his father's death in a car crash.

His grandfather had won no fewer than 17 British Classics, including the Derby five times and the Triple Crown with Bahram in 1935, yet the young Aga admitted that: 'I wasn't in the least interested in horse racing, but my father's establishment was more than just a sport, it was a huge institution.'

There were more than 100 staff and nearly 300 horses to consider. 'I waited for six months and turned it over in my mind and in the end decided I could reorganise my life to include horse racing,' he said.

Not only did he enjoy the racing and the breeding, he was good at it, producing the winners of countless big races. He jointly holds the record for the most Derby wins - four - by an owner-breeder and the names of his top horses roll off the tongues of followers of the sport, including Sinndar, Dalakhani, Daylami, Shahrastani, Blushing Groom and, most emotive of all, Shergar, the runaway 1981 Derby winner, whose stud career - and life - was cut short when he was kidnapped in 1983.

When Aliysa lost her Oaks win after failing a drugs test, many people took the owner's decision to pull out of British racing as a toys-out-of-the-pram moment. That does not appear to have been the case. The source of the camphor in Aliysa's system, found in such small quantities that it could have had no influence on her performance, was never established.

Alarmed by what he perceived as a flawed testing regime and worried about the damage to his standing as a religious leader, the Aga took his horses away until he was satisfied, in 1994, that drug-testing methods had improved.

However, while he still has the occasional runner in Britain (five over the past two years), he no longer has them trained here. He stopped having horses with Luca Cumani in 2000 after two failed drug tests for the painkiller Bute. They had been treated with the medication to recover from ailments but traces were found to be still in their systems after they raced. Cumani accepted the blame but, for the Aga, it was two strikes and out.

There have been other, less public, separations. Sir Michael Stoute and André Fabre are two who no longer train for him after, in Fabre's case, 'operational disagreements.'

To many brought up under western culture, the Aga's sensitivity with regard to his image as a religious leader does not sit happily with the trappings of his wealth - his yachts and power boats in Sardinia, his chateau near Chantilly, his racehorses, and his position on the world's rich lists - from £500m to £1bn, depending on which publication you believe.

Yet that, according to the Aga himself, would be to miss the point. He believes that 'in Islam, worldly goods don't have the fascination they do in the West. It does not expect its true believers to live as beggars.'

The horses of the Aga Khan, like those of his father and his grandfather, have lit up European racing and the operation has stood the toughest test, that of time. Zarkava shows that, even after 48 years at the empire's helm, there are still more jewels to behold in the green silks with the red epaulets.

As he arrived by helicopter to pick up his £200million super-yacht, the Aga Khan would have hoped he could have sailed off into the sun.

But as the 77-year-old, who is worth nearly £500 million, touched down at Devonport Dockyard in Plymouth, Devon, he was greeted by torrential downpours and choppy seas.

The 164ft luxury vessel, named the Alamshar after his retired Irish Thoroughbred racehorse, was commissioned in the 1990s and was destined to be the world's fastest yacht with a top speed of 70 knots (80mph).

But the over-ambitious project has only just been completed and the leader of the world's 12 million Ismaili Muslims has been left with the fact it can only travel at a mere 45 knots (51.7mph).

Originally named Project 305 - it was hoped the Alamshar would break the world speed record for super-yachts as well as beat the transatlantic record he set - two days, ten hours and 34 minutes.

Built under a veil of secrecy by Babcock International Group, it was intended to be a superstar among super-yachts.

One source involved with the project told The Sunday Times that the Aga Khan was disappointed his dream could not be achieved following years of efforts. 

The project was mired but setbacks from an early stage. In 2008 during sea trials, it was forced to return to the docks as it could only travel at 35 knots (40mph).

According to a statement released by Babock and the Aga Khan, the project took so long because the mechanical targets were 'challenging'. 

It said: 'State-of-the-art shipbuilding and systems integration technology required to deliver the vessel to specification would have doubtless proved demanding even if employed in a commercial or military vessel.' 

Even though the speed has not reached its admired heights, guests on the boat will be given a comfortable ride, because of the gas turbine design. 

According to the manufacturer's website, it eliminates all mechanical vibration, and counters the effects of pitch and roll. 

In 1992, he managed to cross the Atlantic in a record two days, 10 hours and 34 minutes with another of his vessels, the Destriero. However, the speed of the Alamshar may mean he is not able to repeat that achievement. 

The Aga Khan, whose ancestors fled Persia for India two centuries ago, was born in Switzerland, and now spends most of his time in France, despite having British citizenship.

He inherited his title from his grandfather in 1957 and is believed by his followers to be 'the bringer of life'. 

In spite of his sometimes turbulent private life he remains revered for the worldwide charitable works he has directed funds to. 

He also owned the infamous racehorse Shergar, who was stolen by gunmen in Ireland in 1983 and never seen again.

‘Total Disgrace’: Anger, Frustration as Mass Heating Failures Across Russia Leave Thousands in the Cold

P ODOLSK, Moscow region – Residents throughout Russia affected by unprecedented winter heating outages in recent days have expressed their frustration and urged local authorities to restore heating in their homes.

In Podolsk, a town some 30 kilometers south of the capital Moscow, at least 149,000 residents — nearly half of its population — were left without heating when a heating main burst at a nearby private ammunition plant.

“It’s a total disgrace. There is no heating and no hot water. We have to sleep in sleeping bags,” Yuri, a local resident, told The Moscow Times.

“I have no words to describe how bad the situation is," said Yuri, who declined to provide his surname. "We have had no heating for almost six days."

Heating issues have affected residents in the Moscow region, where temperatures have plunged to as low as minus 20 degrees Celsius in the past week, as well as people in the Far East Primorye region , the cities of Moscow and St. Petersburg , Penza , the southern Voronezh and Volgograd regions and more.

In the Tver region, a group of residents filmed an appeal to President Vladimir Putin, saying that they “are freezing from the cold” in the village of Novozavidovsky.

“We're literally being killed by the cold,” a woman in the video said, adding that they have been sending requests to local authorities since September after their houses were connected to a boiler room whose power was reportedly insufficient.

“This is some kind of torture and extermination of the population 100 kilometers from Moscow,” she added.

Residents of the Moscow region town of Elektrostal lit a fire in the street to draw the authorities’ attention to the heating problem.

“It’s impossible to stay in our houses. We're freezing!” a group of women in the video said.

Suffering from subzero temperatures, residents are placing the blame on local authorities and utility services for failing to take necessary precautions and not taking action to resolve the situation.

“We are sending complaints everywhere but no one listens to us. We have portable heaters working in every room, but the temperature inside is still 10 degrees Celsius,” Yelena from Podolsk said.

“There is a clinic and a hospital, as well as kindergartens, where there is no heating. And we have no answers, no assistance, no explanation,” Yelena added.

Podolsk authorities opened temporary heating centers and declared a state of emergency.

Local authorities linked the heating problems to the fact that the town is heated by a boiler plant owned by the Klimovsk Specialized Ammunition Plant, a private ammunition factory and one of the largest weapon cartridge production enterprises in the country.

“The facility is under tight security conditions, which limits our ability to oversee winter preparations,” the Moscow region’s Vice Governor Yevgeny Khromushin said last week. “We were unaware of the problem for nearly a day.”

An unidentified Moscow region official and two senior executives at the plant were arrested on suspicion of providing unsafe services, Russia’s Investigative Committee, which probes major crimes, said in a statement Tuesday.

Investigators said that Podolsk’s deputy mayor was accused of misusing authority by issuing a readiness certificate for the boiler house at the plant.

In the neighboring Tver region, the authorities opened a criminal case over the laundering of over 84 million rubles ($938,993) in heating bills paid by residents, the Astra Telegram channel reported this week, citing unidentified sources. According to investigators, the heads of the local water intake and boiler house misappropriated the heating payments for personal use.

Reacting to the heating failures, Putin on Tuesday asked Emergency Situations Minister Alexander Kurenkov to provide heat and electricity to the affected residents.

The outages appear to be the latest effect of several decades of crumbling infrastructure in Russia which have been linked to endemic corruption and mismanagement.

The overall decay of Russia's municipal infrastructure surpassed 70% in 2022, the pro-Kremlin newspaper Izvestia reported .

According to Sergei Pakhomov, head of the State Duma’s Construction, Housing and Utilities Committee, water pipes that were 90 years old or even older were still in use as recently as two years ago in some cases.

Housing, utilities and communal services are a common source of problems for Russians during the winter.

In St. Petersburg, residents regularly complain about extensive ice coverage on city streets and sidewalks, with many people ending up in the hospital over the years due to slipping and falling accidents.

In the Siberian republic of Khakassia, two villages were left without electricity last month due to apparent issues with outdated communication systems.

In the winter of 2020, five people in the Perm region were killed after a pipe burst.

When asked about the latest heating outages, Kremlin spokesman Dmitry Peskov acknowledged the problems and linked them to poor municipal infrastructure, saying that people “had to endure a lot of inconvenience in the cold and without electricity.”

"Despite all the titanic efforts to update all housing and communal services systems, there's still a certain part that remains considerably deteriorated. These programs will continue, but it is impossible to update all pipes and all housing and communal services systems in 10-15 years,” Peskov said.

As for now, residents affected by heating issues appear to lack optimism that the problems will be solved efficiently.

"It's been a week since we've had heating, and the temperature in my apartment is around 11 degrees Celsius,” Podolsk resident Lidiya told The Moscow Times.

“Unfortunately, no one knows when it will be repaired,” she added.

New modification of Russian VVER-440 fuel loaded at Paks NPP in Hungary

DECEMBER 14, 2020 — After the recent refueling at power unit 3 of the Hungarian Paks NPP, its VVER-440 reactor has been loaded with a batch of fresh fuel including 18 fuel bundles of the new modification. The new fuel will be introduced at all four operating power units of the Paks NPP, and the amount of new-modification bundles in each refueling will be increased gradually.

Development of the new VVER-440 fuel modification was completed in 2020 under the contract between TVEL JSC and MVM Paks NPP Ltd. Its introduction would optimize the hydro-uranium ratio in the reactor core, enabling to increase the efficiency of fuel usage and advance the economic performance of the power plant operation. All VVER-440 fuel modifications are manufactured at the Elemash Machine-Building Plant, a facility of TVEL Fuel Company in Elektrostal, Moscow Region.

“Introduction of a new fuel is an option to improve technical and economic performance of a nuclear power plant without substantial investment. We are actively engaged in development of new models and modifications of VVER-440 fuel for power plants in Europe. The projects of the new fuels for Loviisa NPP in Finland, Dukovany NPP in the Czech Republic, Mochovce and Bohunice NPPs in Slovakia, are currently at various stages of implementation. Despite the same reactor model, these projects are quite different technically and conceptually, since we take into account the individual needs and requirements of our customers,” commented Natalia Nikipelova, President of TVEL JSC.

The project of development and validation of the new fuel has been accomplished with participation of a number of Russian nuclear industry enterprises, such as OKB Gidropress (a part of Rosatom machine-building division Atomenergomash), Bochvar Institute (material science research facility of TVEL Fuel Company), Elemash Machine-building plant and Kurchatov Institute national research center. At the site of OKB Gidropress research and experiment facility, the new fuel passed a range of hydraulic, longevity and vibration tests.

Paks NPP is the only functioning nuclear power plant in Hungary with total installed capacity 2000 MWe. It operates four similar units powered by VVER-440 reactors and commissioned one by one in 1982-1987. Currently, Paks NPP is the only VVER-440 plant in the world operating in extended 15-monthes fuel cycle. The power plant produces about 15 bln kWh annually, about a half of electric power generation in Hungary. In 2018, the project of increasing the duration of Paks NPP fuel cycle won the European competition Quality Innovation Award in the nomination “Innovations of large enterprises”. Russian engineers from TVEL JSC, Kurchatov Institute, OKB Gidropress, Bochvar Institute and Elemash Machine-building plant provided assistance to the Hungarian colleagues in accomplishment of the project.

Rosatom Starts Production of Rare-Earth Magnets for Wind Power Generation

TVEL Fuel Company of Rosatom has started gradual localization of rare-earth magnets manufacturing for wind power plants generators. The first sets of magnets have been manufactured and shipped to the customer.

In total, the contract between Elemash Magnit LLC (an enterprise of TVEL Fuel Company of Rosatom in Elektrostal, Moscow region) and Red Wind B.V. (a joint venture of NovaWind JSC and the Dutch company Lagerwey) foresees manufacturing and supply over 200 sets of magnets. One set is designed to produce one power generator.

“The project includes gradual localization of magnets manufacturing in Russia, decreasing dependence on imports. We consider production of magnets as a promising sector for TVEL’s metallurgical business development. In this regard, our company does have the relevant research and technological expertise for creation of Russia’s first large-scale full cycle production of permanent rare-earth magnets,” commented Natalia Nikipelova, President of TVEL JSC.

“NovaWind, as the nuclear industry integrator for wind power projects, not only made-up an efficient supply chain, but also contributed to the development of inter-divisional cooperation and new expertise of Rosatom enterprises.
